ROLL CALL Members of Council Present:  Mike Owens Amanda Pillion Donna Quetsch, Vice Mayor Derek Webb, Mayor James Anderson  Member(s) of Council Absent:  C.A APPROVAL OF AGENDA (VIDEO 3:57-5:15)  On motion ofl Mr. Owens, seconded by Mrs. Pillion, amended the draft agenda to include ac closed session toi item M to add a second closed section to pursuant to $2.2-3711(A)(8) of the Code of Virginia, 1950, as amended to discuss specific legal matters with legal  counsel as stated by Cameron Bell, Counsel. Discussion regarding FY2021-2022 budget - Steve Trotman, Director of Finance Steve Trotman, Director of Finance, provided Council with an update regarding the FY2020-2021 and the upcoming FY2021-2022 budget and capital improvements projects. James  (VIDEO 5:30 - 18:09)    -27-  March 16, 2021 Mid-month Meeting  Morani, Town Manager also advised that a recent Davenport sewer study recommended a four- percent rate increase last year, however that was not implemented as a result of COVID-19, however should be considered this year. Mr. Morani advised Council that staff was working on a comprehensive fee schedule that will be reviewed annually prior to adopting the budget. 2. Hassinger property boundary adjustment - James Morani, Town Manager (VIDEO Town Manager James Morani advised Council that this matter was before them on March 1,2021for discussion and authorized him to execute the proposed boundary adjustment, however it was later realized that the Town no longer need access to the banner pole. Mr. Morani stated that this revised plat presented corrects that area and included the additional parking. Discussion  18:12-30:21)  ensued.  On motion of Mrs. Quetsch, seconded by Mr. Owens, rescinded prior motion made  on March 1,2021 to approve boundary adjustment plat. Closed Session pursuant to $2.2-3711(A)(3) of the Code of Virginia, 1950, as amended, to discuss a matter involving disposition of publicly held real property because discussion in an open meeting would adversely affect the bargaining  position.  CLOSED SESSION (VIDEO: 33:24-55:41)  On motion of Mr. Owens, seconded by Mrs. Quetsch, to convene in closed session pursuant to $2.2-3711(A)8) of the Code of Virginia, 1950, as amended, permitting issues to discuss with legal counsel employed or retained by a public body regarding specific legal matters requiring the provision of legal advice by such counsel.
