CITY OF ELK GROVE Incorporated July 1, 2000 MINUTES OF THE CITY COUNCIL Wednesday, September 12, 2012 REGULAR MEETING CALL TO ORDER/ROLLCALL Mayor Cooper called the regular City Council meeting of September 12, 2012 to order at 6:12 p.m. Present: Absent: Mayor Cooper, Vice Mayor Hume (Vice Mayor Hume left the meeting at 6:36 p.m. due to illness), Council Members Davis, Detrick and Scherman. None. Council Member Detrick led the Pledge of Allegiance. Mayor Cooper asked that a moment of silence be observed. APPROVAL OF AGENDA Motion: M/S Hume/Detrick to approve the agenda as presented. The motion passed by the following vote: Ayes: 5; Noes: 0. CLOSED SESSION None. PRESENTATIONS/ANNOUNCEMENTS 4.1 Mayor Cooper presented a proclamation to Susan Broderick, Regent of the General John A. Sutter Chapter of the National Society Daughters of the American Revolution recognizing September 17-23, 2012 as Constitution Week. 4.2 Allstate Foundation representative Zach Wandell presented a grant award of $10,000 to the Elk Grove Youth Commission and Police Department for use in developing a safety program to educate teens on the dangers of distracted driving. 4.3 Presentation on the 2012 Multicultural Festival event With the aid of an overhead presentation (filed), Orlando Fuentes, Chair of the Multicultural Committee, provided an overview of the 2012 Multicultural Festival event. Starting with the first meeting of the Multicultural Committee in November 2011, the 10 member committee commenced researching and planning the Multicultural Festival that was held August 25, 2012. He provided pictures and an overview of the event, stating there were over 4,000 participants enjoying over 20 musical and dance performances, a fashion show, martial arts exhibitions, a variety of foods, and booths of over 60 nonprofit Eik Grove City Council Page 1of7 Regular Meeting, September 12, 2012 groups and local artists. The committee raised $15,000 in sponsorships, and the event was greatly aided by volunteer efforts and the outreach and advertising provided through local media and press coverage. Mr. Fuentes shared art from the event of children's portraits and a signature board to the Elk Grove diversity pledge, and thanked the community and City Council for support in making the event possible. Note: Vice Mayor Hume left the meeting at 6:36 p.m. due to illness. 4.4 Presentation on the Community Emergency Response Team (CERT) Program With the aid of an overhead presentation (filed), John Michelini, Deputy Fire Chief of the Cosumnes Community Services District (CCSD), provided an overview of the Elk Grove / Galt Community Emergency Response Team (CERT). CERT was a concept grown from earthquake preparedness programs to prepare individuals to take care of themselves, their families, and their neighbors for the first 48 to 72 hours of a widespread disaster event. The CERT program provided disaster response skills, first aid, and fire and life safety, with a goal to prepare individuals to operate in the chaotic environment of a widespread disaster event until local public safety resources could address the disaster event, and then gather and respond to the needs of the community. CERT was made available in Elk Grove in 2003 as a partnership with the Elk Grove Police Department and CCSD, teaching local community members the basic components of the program. Since that time, the program had expanded to the City of Galt, over 1,500 people in the community had been trained at the basic level, and over 125 people were currently active as advanced level affiliated volunteers. CERT program members were active in the community as well, staffing medic teams for public events, participating in evidence and missing persons searches, and coordinating exercise events with partners in the region. The CERT program possessed equipment in the form of two trailers carrying a variety of basic light rescue equipment and first aid supplies, set up to operate independently for 72 hours, with one stored each in Elk Grove and Galt. In the coming year funding for the program would become an issue. Since 2006 funding had been secured by a grant through the US Department of Homeland Security, at the end of 2013 there will be no grant funding to offset the 2012 budget of $34,000, and the program was looking for sustainable funding going forward, Mayor Cooper lauded the contributions of volunteers to the public safety field and the Inr reply to Council Member Scherman, Mr. Michelini noted that continued funding of the CERT program after expiration of the grant funds would be a topic of discussion presented to the CCSD board, but he noted a goal was to find funding for the program Council Member Detrick stated his interest to assist in raising funds for the CERT seeking community and corporate contributions. community. that did not rely on general fund dollars of any agency. program. 4.5 Presentation from the Sacramento Area Council of Governments regarding the kick-offo of the City's Short Range Transit Plan. Elk Grove City Council Page2of7 Regular Meeting, September 12, 2012 Sharon Sprowis stated the Transportation Development Act required that a Short Range Transit Plan (SRTP) be done for each public transit operator. The last SRTP for Elk Grove was adopted in 2005. Grant funding was available to undertake the SRTP update for Elk Grove covering the next seven year period. The SRTP would include a review of the current system, an analysis of the current and projected transit demands, recommendations for improvements to both e-tran and e-van services, and a financial plan of anticipated revenues and capital and operating expenditures. Initial data was being provided by staff and community feedback was sought as well, including a transit services outreach meeting scheduled for October 29, and further outreach and interviews with city staff, stakeholders in the community, service riders, and targeted focus groups. The completion of the SRTP was expected in spring 2013, where a public hearing would be held to present the plan for formal adoption by the City Council. PUBLIC COMMENT Leo Fassler complimented City staff, particularly addressing the Elk Grove Police Department for a recent informational meeting regarding general policing and speed Nikki Carpenter complimented the Elk Grove Police Department. She addressed placement of a real property negotiation, listed as Item 2B on the Special Meeting agenda held earlier in the day, and believed that item was inappropriate and should be ar matter addressed in open session. Ms. Carpenter believed the City should support the CERT program, and suggested to allocate such funding by ceasing pursuit of the Mark Doty, member of the City's Trails Committee, invited the public to attend meetings of the Trails Committee, and noted a survey was currently available on the City website for residents to provide input on the City's trail system. He expressed issues facing the current trails system, noting the lack of connectivity in the system, several trails were isolated short segments, or trails dead-ended or did not lead anywhere. He stated there was a lack of funding to make the needed improvements to the City trail system. Mr. Doty believed the City trail system was inferior to other comparable facilities in communities throughout the region, and as a result the City was losing economically as citizens took their business to other jurisdictions that had superior trail amenities. Ed Owen thanked members of the City Council for support of the Elk Grove Youth Baseball league for travel expenses to Utah for the 12 and Under All Star Team to participate in the 2012 western region tournament, noting the group raised over $7,000. Mr. Owen stated his belief that the City should discontinue pursuit of the SOIA. Marti Agee shared her recent experiences at the Elk Grove-Cosumnes Cemetery District, and alleged that District Administrator Michael Young made openly bigoted, racist remarks, and the policies of the district gave preferential treatment to select Nicole Farwell opposed the state cutting funding for county fairs. GENERAL ADMINISTRATION INFORMATION City Manager Laura Gill reviewed the September 12, 2012 Administrative Report (filed). COUNCIL COMMENTS /REPORTS /FUTURE AGENDA ITEMS Council Member Scherman attended the League of Califomia Cities Annual Conference business meeting as the voting delegate and attended several of the events workshops. She suggested for future conferences that the resolutions to be considered at the business meeting be reviewed to ensure the delegate was accurately representing the vote of the City Council. She attended the Senior Center Board meeting noting the Senior Center received several service awards for food safety, kitchen services, and Meals On Wheels programs, the board was revising its mission statement, and the Senior Center Director had met with the Elk Grove Police Department to partner on awareness programs regarding the Project Lifesaver Program to help track special Council Member Detrick attended the National Disabled Water Ski Championship held at Short Line Lake August 23-25, the Multicultural Festival, and the Spotlight Elk Grove event held by the Elk Grove Regional Scholarship Foundation. He noted the visit of Norman Quijano, Mayor of San Salvador and presidential candidate for El Salvador, stating the City of San Salvador had requested to become a sister city with Elk Grove. Mr. Detrick invited the community to attend the Street Food Fest that would be held at Inr reply to Council Member Detrick, Andrew Keys, Assistant to the City Manager, reported as the coach of the Elk Grove tournament team in the Jumpstart 21 Regional Celebrity Basketball Tournament held September 10, stating Elk Grove took second place. The tournament was a fundraiser event to assist in providing youth scholarships, hosted by the Sacramento Asian Pacific Chamber of Commerce, and raised over Council Member Davis invited the community to an event titled Elk Grove Teens In Action hosted by the Elk Grove Community Connection to be held in the City Chamber on September 13, providing background and information on local government operations for teens, seeking means to inspire teen involvement at the local government level, and the Elk Fest community festival which would be held September 15 at Morse Mayor Cooper observed the community had a large number of youths in foster care, with many of high school age. He stated outreach was being conducted by the Elk Grove Youth Commission to get recommendations from representatives of foster youth organizations on policies and programs to address needs of those in foster care. needs residents who may be prone to wandering away from caregivers. Elk Grove City Council Page 4of7 Regular Meeting, September 12, 2012 CONSENT CALENDAR ITEMS PUBLIC COMMENT Lynn Wheat addressed Item 8.6 regarding the demolishing of buildings at the future civic center site, requesting clarification if pieces of the buildings recommended to be retained were of historical significance. She believed the cost for the demolition was high, and asked if the Cosumnes Community Services District (CCSD) Fire Department had been contacted to determine if they could use the site for training and subsequently Richard Shepard, Public Works Director, stated the CCSD had approached the City regarding use of the site and demolition of the buildings for training, but due to interagency issues the option was discarded. Regarding the salvaging of material, the site did not hold state identified historical significance, nor was the site a historical preservation property, but some materials could have significant value regarding the Council Member Scherman noted materials were salvaged from other heritage sites that had been demolished, and some were on display at the Elk Grove Hotel & Stage Stop Motion: M/S Scherman/Davis to approve the Consent Calendar.
