CITY OF ELK GROVE Incorporated July 1, 2000 MINUTES OF THE CITY COUNCIL Wednesday, September 11,2013 REGULAR MEETING CALL TO ORDER/ROLL CALL Vice Mayor Detrick called the regular City Council meeting of September 11, 2013 to order at 6:01 p.m. Present: Absent: Vice Mayor Detrick and Council Members Hume and Trigg. Mayor Davis and Council Member Cooper Leo Fassler led the Pledge of Allegiance. Vice Mayor Detrick asked that a moment of silence be observed. APPROVAL OF AGENDA Motion: M/S Hume/Trigg to approve the agenda as presented. The motion passed by the following vote: Ayes: 3; Noes: 0; Absent: 2 (Davis, Cooper). CLOSED SESSION None. None. PRESENTATIONS/ANNOUNCEMENTS PUBLIC COMMENT Angela Spease, speaking on behalf of Rotary Club of Elk Grove and Rotary Club of Laguna Sunrise, stated the clubs had formed a partnership to improve literacy and were running a 30 day campaign to raise $16,500 to bring the B Street Theatre playwriting experience to 51 4th grade classes in 12 Title 1 Schools in Elk Grove, reaching 1,400 students. After one week 16% of the goal had been attained, and Ms. Spease sought support, and to spread the word, to make a tax deductible donation for the program. Lynn Wheat addressed the Sphere of Influence (SOI) application of the City that would be coming before Sacramento Local Agency Formation Commission (LAFCo). She stated the organization Elk Grove GRASP would be presenting information from a resident's standpoint on the SOI at the October 2, 2013 LAFCO meeting. Ms. Wheat believed efforts to collect signatures and advocate for denial of the SOI application had John Newbauer, General Manager of the Falls Event Center, announced the hiring of been quelled by agencies at regional events. GENERAL ADMINISTRATIONINFORMATION City Manager Laura Gill reviewed the September 11, 2013. Administrative Report (filed). COUNCIL COMMENTS/ /REPORTS/FUTURE AGENDAITEMS fundraiser event to be held at the S.E.S. Hall on September 12, 2013. Council Member Trigg invited the community to attend the Spotlight Elk Grove annual Council Member Hume stated the Capital SouthEast Connector Joint Powers Authority meeting had been cançelled. He attended the Sacramento Regional County Sanitation District (SRCSD) Board of Directors meeting which received a presentation on the Don't Rush To Flush campaign to keep unwanted medication out of sanitation / sewer facilities and out of landfills as well. A state requirement for prescription medication drop-off sites required the presence of a law enforcement official, and he asked if an area at the City Police Department could be coordinated as an available drop-off site. The Sacramento Regional Transit District (RT) Board meeting reported on the passage of AB122 which exempted transit agencies in California from Public Employees' Pension Reform Act (PEPRA) requirements, allowing federal grant funding to be allocated to California transit agencies (including $40 million to RT). He invited the community to attend the Spotlight Elk Grove annual fundraiser event. Mr. Hume requested, and received City Council census, for a future agenda item to consider the City submitting a letter of support in favor of the SOI footprint as it exists in the Vice Mayor Detrick had no items to report from the Sacramento Metropolitan Cable Television Commission Board meeting, and attended the opening of the Falls Event Center. Mr. Detrick expressed his interest in becoming a sponsor of a scholarship application to the LAFCO Board. through the Elk Grove Regional Scholarship Foundation. He stated his understanding that the City would consider varying levels of the Green Building Code, but the City was not required to adopt more stringent Planning Director Taro Echiburû provided clarification that the Climate Action Plan was written that the City shall consider adopting Tier One standards of the California Green Building Code, currently the City was determining whether that was feasible, and the City was not required to adopt such standards. The ballot approved the proposed assessment and the proposed inflation adjustment limit described for the parcels identified in the ballot. REGULAR AGENDA ACTION ITEMS/RECOMMENDATIONS Agenda Item No. 10.1: Sheldon Commercial Follow Up RECOMMENDATION: Provide direction to staff regarding concerns with commercial development and circulation for the Sheldon commercial area, authorize the corresponding budget With the aid of an overhead presentation (filed), Pam Johns, Special Projects Manager, presented an overview of the staff report and recommendation. The City had received a letter from the Sheldon Community Association (SCA) outlining short term concerns with standards within the Sheldon Commercial Area, as well as longer term concerns associated with the roadway improvements for the Capital SouthEast Connector. The SCA was specifically concerned with the limitations on maximum building size and restrictions on uses and features such as drive-thrus that applied to the area, all within the context of maintaining the rural character and identity of the area. The staff recommendation was to conduct a two-phase process, Phase One would address the concerns identified regarding types of restrictions for allowed uses and development standards for the Sheldon Commercial Area. Phase Two would be consideration of the Capital SouthEast Connector roadway alignment on the Sheldon Commercial Area. amendment and prepare a Task Order to implement Council's direction. PUBLIC COMMENT: George Murphey, speaking for the Sheldon Community Association, favored initiating discussion for the described Phase One, understanding the Phase Two discussion could prove premature given continuing discussions were ongoing regarding decisions on the Capital SouthEast Connector roadway alignment. The SCA had not endorsed any particular changes, but wanted to initiate the process to engage stakenolders. Council Member Hume recalled the standards when initially reviewed by the Planning Commission, and at that time he believed the adopted standards would be too restrictive. He supported bifurcating the phases, starting with Phase One.
