Council Member Hume attended the Sacramento Transportation Authority (STA) Board meeting which reviewed a public outreach poll to be conducted in November for placing a potential transportation and traffic related sales tax measure on the 2014 ballot. The Capital SouthEast Connector Joint Powers Authority Board received an update on the Habitat Conservation Plan and instructed staff to work with Sacramento County and the City to put in place a partnership to purchase mitigation property. The Short Range Transit Plan (SRTP) recently adopted held several recommendations to improve the City's transit system, to the extent that to implement the recommendations it would require extensive modifications that would be impractical to attempt in a contract amendment. Staff was recommending to proceed with a new Request for Proposals (RFP) for transit services that would include addressing the recommendations of the SRTP. The current contractor was MV Transportation, and the base term of their contract ended on June 30, 2014 (with three optional one-year extensions). Staff proposed releasing the RFP in winter 2013, and requested direction if Council wanted the RFP to request bids on separate elements of transit services (such as allowing firms to choose services to bid on such as paratransit, fixed route, or maintenance only), or for firms to bid on one combined package. Staff also sought direction if the Council desired to form a subcommittee to serve in an advisory capacity on the RFP process, which would implement a best value scoring method. With no known change in the landscape of regional animal sheltering, along with facing an end of services from the contract with the Society for the Prevention of Cruelty to Animals (SPCA) at the end of the year, staff was requesting dispensing with competitive bidding and working with Sacramento County. The contract for consideration allowed the City to opt out with a Mayor Davis noted receiving concerns about the capacity of Sacramento County facilities, and inquired what ability there was to partner with local organizations, businesses, and community groups to accommodate animal sheltering if County Police Chief Lehner noted the contract would have the County give the City notice if their shelters approached or were at capacity. Staff had reached out a number of veterinarians in the area to provide sheltering when encountering such overflow capacity at the County, and would welcome additional proposals of groups to provide overflow sheltering. He noted the proposed agreement was a restatement I recommitment of the partnership with the County to provide adoption services, spay and neuter services, and implementing practices to reduce the need to shelter animals such Mayor Davis believed it was an inconvenience for residents to have to travel to a regional facility, and believed a local solution would be beneficial. He believed a City shelter was a potential option when such a plan was economically feasible. PUBLIC COMMENT: Cheryl Bernstein believed for a city of Elk Grove's population it should have its own shelter. She noted that reducing intact animal license fees could have an unintended consequence of increasing animal sales and potentially increasing the population of animals ending up in a shelter. Ms. Bernstein commended the feral program implemented by the City. Elk Grove City Council Regular Meeting, October 23, 2013 Page 9of11 Barbara Doty, a volunteer with the Sacramento County shelter, opposed the City using County sheltering services. She noted the County shelter took in close to 12,000 animals last year, and close to half were euthanized. She believed the increased flow of animals from Elk Grove to the County would see an increase in the euthanasia rate, and believed that such an increased rate was why the SPCA ended their contract with the City. Ms. Doty suggested the City consider an interim solution to have a storefront for adoption located in Elk Grove, creating a community presence for redemptions, Laura Delight, a volunteer with the Sacramento County shelter, raised concern of overcrowding that would occur if Elk Grove animals were sent to the County shelter. Delyse Gannaway was concerned of the number of animals euthanized and housing capabilities at the County shelter, and voiced support for the storefront concept. The City Council voiced support of the contract to provide services at the current time, and to evaluate options for a solution to address sheltering needs for the Elk Grove City Manager Laura Gill noted in continuing discussion with the County the storefront concept was being discussed, as well as addressing concerns over staffing and capacity at the County shelter. She noted the proposed contract allowed the County to increase staffing, and with the notice to inform the City when the shelter was at capacity, the contracts with local groups providing animal sheltering provided means for Motion 1: M/S Davis/Detrick to adopt Resolution No. 2013-210 dispensing with competitive bidding and authorizing the City Manager to enter into a five-year agreement with the County of Sacramento to provide animal sheltering through the County Department of Animal Care and Regulations.
