Vice Mayor Detrick asked that a moment of silence be observed.; Police Captain Tim Albright led the. Pledge ofAllegiance. PRESENTATIONS/ANNOUNCEMENTS 4.1 Vice Mayor Detrick presented Certificates of Recognition to Jay DeWald and Ray Bayles for theirvolunteer efforts with the Strauss Festival of Elk Grove. The Board of Directors of the Strauss Festival of Elk Grove presented a plaque thanking 4.2 Council Member Hume presented a proclamation to Daniél Shockley recognizing the City for its support of the annual event. October 7, 2017 as Ostomy Awareness Day. PUBLIC COMMENT Adri Walker requested an update. on actions being taken in response to public comments and statements regarding racism in Elk Grove at the September 13, 2017 regular meeting inquiring about progress on scheduling town hall meetings on issues of racism and race relations; requesting the formation of a commission on racial and social inequity, and requesting the formation of a police oversight commission. EIK Grove City Council Page 1-of5 Regular Meeting, September 27, 2017 GENERAL ADMINISTRATION INFORMATION City Manager Laura Gill reviewed the September27, 2017 Administrative Report (filed). Tony Cincotta, representing Republic Services; provided an update on the utility billing transition from the City to Republic Services. Mr. Cincotta relayed that the majority of initial callers inquired about thè switch from having received a bill for utility services from the City in the past, but now receiving a bill from. Republic Services, and many of those callers requested clarification on the billing transition. Mr. Cincotta noted the primary call center was located in Rancho Cordova, but when call volumes were high callers. Council Member Suen shared feedback from resident concerns in the handling of the: utility billing transition suggesting the. following: 1) having messaging for callers placed on hold estimating call wait times or suggestions on times to call back, 2) having customer service representatives listen to concerns to respond accordingly and not use a standard response prompt, and 3) providing a consistent response. on the rate. could be routed to the Phoenix, Arizona çall center. increases being implemented. ITEMS Council Member Nguyen attended the League of California Cities: Annual Conference, attended a presentation given by Council Members Hume and Suen at a Capitol meeting, attended the Sacramento Juvenile Justice Commission meeting and the Delinquency Prevention Council meeting, attended the Greater Sacramento Competitiveness Forum on attracting an Amazon headquarters facility in the Sacramento region, and noted. she would be attending upcoming meetings scheduled of the Sacramento Metropolitan Air Quality Management District. and the Sacramento Council Member Hume spoke at the Capitol meeting, provided opening remarks at the Greater Sacramento Competitiveness Forum, attended the Capital SouthEast Conneçtor Joint Powers Authority meeting, attended the San Joaquin Joint Powers Authority meeting, attended the Sacramento Regional Transit District meeting, attended the Elk Grove Methodist Church education building rededication event, and attended the Pinkerton Picnic in the Park event. Mr. Hume addressed updates requested under public comment stating he was connected with a network of facilitators versèd in areas of implicit bias and race relations moderating and would be meeting with them October 11 for input on best approaches to holding community forums, and the Multicultural Committee was reviewing an outreach campaign utilizing the "No Place for Council Member Suen addressed updates requested under public comment stating the town hall meeting was being coordinated with the Elk Grove Unified School District to locate a venue, and coordinated with the Offices of Assembly Member Cooper. Mr. Suen requested, and received City Council consensus, to consider a future agenda item to look into partnering with companies such as Uber and Vice. Mayor Detrick attended the Elk Grove Police Department open house and barbeque picnic; spoke at a Cub Scout group meeting on the topic of public service, attended the Elk Grove Chamber of Commerce mixer hosted by Jackson Properties, and attended the Elk Grove Food Bank. fundraiser event. Mr Detrick noted he had been out of the country for the first few weeks of September, and commended the United States' team for taking gold in the 2017 Waterski Worid Championships held at Lyft to provide first and last mile connèctions for transit users.
