Absent:: None: Tyson Gonzales led the Pledge of Allegiance. Mayor Ly asked that a moment of silence be observed, and Council Member Hume requested the moment of silence be dedicated in memory of the. victims of the shooting in Sutherland Springs, Texas. PRESENTATIONS/ANNOUNCEMENTS 4.1 Mayor Ly presented a Certificate of Recognition to Jeff Ramos for his years of 4.2 With the aid of an overhead presentation (filed), Jill LeViné, Registrar of Votèrs of the County of Sacramento, gave a presentation on the California Voters' Choice. service with the Cosumnes Community Services District. Act and Vote Centers in Sacramento County. Inr response to Vice Mayor Detrick asking if there was a voting model to move towards a secure, online voting system, Ms. LeVine stated she was not aware of any jurisdiction pursuing such an election system, noting most election administrators were likely not comfortable with possible security issues of such a system. PUBLIC COMMENT Elk Grove City Council Regular Meeting, November 8, 2017 Pagetof9 Amar Shergill voiced appreciation for the town hall meetings held regarding race relations, and looked forward to reviewing the report from the outreach and next steps. Mr. Shergill supported providing funds for legal services related' to Item 10.1. Denessa Atiles voiced appreciation for the town hall meetings held regarding race relations, hoping means would be identified to reach others who did not participate in the workshops, and looked forward to the follow up and continuing conversation. Brad Westmoreland voiced appreciation for the town hall meetings held regarding race relations. He requested the City Council review proposed federal law under HR 620, the Americans with Disabilities Act (ADA) Education and Reform Act of 2017, which he believed would make it more difficult for persons with disabilities. to attain rights received under the current ADA. Mr. Westmoreland believed frivolous lawsuits over. disability rights. and access were allowed under state law provisions, and not the ADA. He opposed the proposed federal bill believing it would weaken rights. under the ADA. David Lema, representing the Linda Mae Mahon Lema Foundation, expressed thanks for the City grant to the non-profit organization to capture oral histories in the area. He provided an example of one of the oral histories (audio file submitted), and requested to broadcast similar audio casts at. the start. of regular City Council meetings. Vice Mayor Detrick asked staff to add a link to the audio files on the City website. Mayor Ly confirmed City Council consensus to consider a future agenda item to consider playing such audio files as part of the opening of regular City Councit meetings, or determine appropriate venue(s) to play or link such audio histories. Randy Bekker noted a reason to incorporate as a City was that Elk. Grove previously was only represented by one vote. on the Sacramento County Board of Supervisors. Mr. Bekker supported increased police force staffing, and taking comments from the town hall meetings held regarding race relations, supported the community engaging residents of various backgrounds to apply to the police department. GENERAL ADMINISTRATION INFORMATION City Manager Laura Gill reviewed the November 8, 2017 Administrative Report (filed). Vice Mayor Detrick requested confirmation of outreach on the Careers in Law Enforcement Meeting to the Sacramento Chapter of the National Association for the Council Member Hume noted in regards to the Multi-modal Facility feasibility open house meeting that he had met with representatives of the Train Riders Association of California who believed thé success of heavy rail would need to rely on the Altamont Commuter Express (ACE) as well as San Joaquin rail, and Mr. Hume asked staff to Advancement of Colored People (NAACP) and other interested groups. evaluate how much would it cost to bring ACE service: to Elk Grove. Citizen of the Year dinner event honoring Francisco "Pancho" Sanchez, attended the Elk Grove Hall of Fame event, and attended first implicit bias town hall meeting. Mr. Detrick requested, and received City Council consensus, for a future agenda item to evaluate costs and consider reducing impact fees for businesseslooking to expand their Council, Member Suen attended the Sacramento Public Library Authority Board meeting, attended the Sacramento Area Council of Governments Land Use and Natural Resources subcommittee meeting, attended a meeting of the American Leadership Forum, attended a fundraiser run event benefitting My Sisters House, attended the Elk Grove Chinese Association's. 20th anniversary dinner event, attended the Elk Grove Hall ofF Fame event, and attended the. implicit bias:town hall meetings: Mr. Suen thanked the community for participating in the race relations and implicit bias workshops, noting the American Leadership Forum would return with a report, and received City Council consensus to discuss the report as a future agenda item, and to post the report on the Council Member Hume attended the Capital SouthEast Connector Joint Powers Authority Board meeting, attended a meeting of the Audit Committee, attended a meeting of the Diversity Ad Hoc Committee discussing the responses to the Diversity and Inclusion Audit proposals, attended the second implicit bias town hall meeting, and Council Member Nguyen attended the Sacramento Public Library Authority Board meeting where there was discussion of outreach to the refugee community, and she requested staff coordinate with refugee resettlement agencies on outreach strategies. She attended the race relations and implicit bias town hall meetings, attended a Council on American-lslamic Relations dinrier event, served as judge of the second annual California Northstate. University educational health symposium poster competition, planned to attend the conference Strong Youth Strong Communities Youth Summit, and stated she was appointed to the League of California Cities Asian, Pacific Islander Mayor Ly attended an East and West Medical School Conference, noted the Sacramento Regional County Sanitation District Board of Directors meeting was cancelled, and stated he had traveled to Israel on a study mission of autonomous vehicles and solar energy (and he would forward inforimation.on contacts made to staff). RECOMMENDATION Staff recommends that the City Council receive a report regarding participation in the Sacramento Family Unity, Educations, and Legal Network With the aid of an overhead presentation (filed), Christopher Jordan, Assistant to the City Manager, provided an overview of the staff report and recommendations. He noted a staff memo (filed) was distributed as Table 3 and part of the staff report was omitted from the version that was printed and distributed on November 5. In reply to Vice Mayor Detrick, Mr. Jordan noted the City had not been contacted by any local non-profit organizations requesting assistance, and the City not received any direct calls for for Immigrations' (FUEL Network) and provide direction as appropriate. assistance from members of the community. PUBLIC COMMENT Amar Shergill supported full funding up to $60,000 to the FUEL Network, and suggested asking the participant organizations: to track those served whoi were from Elk Grove. Mr. Shergill believed Council Member Nguyen should be able: to speak on the matter.. City Attorney Jonathan Hobbs stated Council Member Nguyen had a conflict in discussing this matter as she was the Executive Director of Asian Resources, an organization that could be a direct recipient of FUEL Network funds, and he had adyised Ms. Nguyen that she recuse herself from discussion of the item and leave the room in accordance with the. Political Reform Act. She could consider addressing the item as a. Establishment. of a navigation team to provide proactive outreach to homeless persons, assisting them with gaining entry to the City's navigation hubs and other b. Acquisition and rehabilitation of one or more properties to serve as navigation hubs, each of which will have private bedrooms and shared kitchen ànd restroom C. Operations costs associated with the navigation hubs, including wraparound services, such. as case management and mental health services; and d. mplementation of individualized strategies to allow persons residing at the navigation hubs to achieve permanent housing, such as exit assistance in the form of a limited-term subsidy; landlord incentive, etc., andlor devélopment of 2) Amending the Fiscal Year 2017-18 budget to account: for revenue of $5 million in Fund 242. Services Manager, provided an overview of the staff report. and recommendations, including a segment of the presentation provided by Arturo Baiocchi, Professor from California State University, Sacramento, Division of Social Work and Institute for Social Research. PUBLIC COMMENT Ken Bennett spoke in support of the staff recommendation. He believed that Elk Grove was a leader in the field. as Elk Grove practices were being replicated in the. region as now five Homeless Assistance Resource Team (HART) groups had formed following Dennessa Atiles requested consideration of regional partnerships, to address issues to provide more affordable housing, and utilizing funds for substarce abuse issues. She shared personal experiences of homelessness, and noted increased awareness of assistance programs would be beneficial for those experiencing homelessness. Lynn Wheat suggested providing for housing by building a community of tiny houses, providing pictures (filed) of such housing, and suggested such facilities be built at, the Frank Lucia spoke in support of the staff recommendation, noting the partnerships developed to date were: very important and more linkages could be made regionally. He believed as the City grew in population the homeless population would also increase; and he appreciated the recognition of the issue and the efforts to assist with addressing Fred Bremerman, President. of Elk Grove HART, spoke in support of the staff recommendation, and expressed appreciation of the City and community's çontinuing The City Council deliberated on the matter noting there were countywide services located throughout the region that could be accessed and jutilized by Elk Grove residents, and improved communication with those service providers could improve getting services. to Elk Grove residents.
