ITEMS Vice Mayor Suen attended the Saçramento Area Council of Goverhments (SACOG) Board meeting, attended the Sacramento Public Library Authority Board meeting, noted attending various Lunar New Year events, participated in a video interview on governance by students of Toby Johnson Middle School, and he noted the upcoming month of March ARTSBeat calendar of evênts commencing with the kick-off VISIONS Council Member Hume attended a dinner event hosted by Asian Resources Inc., attended the Capital SouthEast Connector Joint Powers Authority Board meeting, attended the Sacramento Regional Transit District Board meeting, presented an update to the: Sheldon Community Association on state groundwater legislation and how it effects well owners, and attended the awards ceremony luncheon for the Elk Grove Council Member Nguyen attended various Lunar New Year events, she missed the Sacramento Public Library Authority Board reeting, attended several meetings and conference calls regarding the California Voter's Choice Act, and attended the EGPD awards ceremony luncheon. Ms. Nguyen requested if information and trainings to organizations were offered by EGPD in relationi to active shooter events. Police Chief Bryan Noblett confirmed trainings: on active shooter events were provided Council Member Detrick noted in relation to recent events of active shooter scenarios that various suggestions were being put forward, and he requested staff address City Attorney Jonathan Hobbs noted the State of California legislature had enacted a state law ammunition registration requirement that would be in force January 1, 2019. The regulations would require ammunition vendors to collect certain information from purchasers when conducting ammunition sales, and that information would be reported to the Department of Justice (and subsequently accessible by the EGPD). Since the state had enacted legislation regarding ammurition registration, any local regulations on ammunition registration would. likely be pre-empted. by the state regulations. Council Member Detrick attended an eçonomic summit hosted by Coldwell Banker, he expressed his regrets at missing the EGPD awards ceremony luncheon noting he had scheduling conflicts, he would be attending upcoming events of the VISIONS Art Show Art Show & Auction on March 1. PUBLIC COMMENT Lynn Wheat did not support giving authority to the City Engineer for conditional exceptions to design and improvement standards under Title 22, believing such issues should return to the reviewing body and provide the public. the opportunity to see what changes were being made. Ms. Wheat believed the definition of Navigation Housing" was similar to Single Room Occupancy (SRO) in regards to not having a required minimum length of stay and she believed Navigation Housing should require. a Conditional Use Permit like an SRO. Mayor Ly declared the public hearing closed. Public Works Director Bob Murdoch noted requested changes under Title 22 would be for minor changes of public features, would not change much from the standards, and the nature of the changes would not alter the design of a project but. provide leeway to install public improvements. Mr. Murdoch noted many public improvements installed under Titlé 22 required adherence to state standards in. addition to City standards. Development Services Director Darren Wilson stated when design exceptions on a map were introduced those exceptions were reviewed by Public Works and Development Services to always have justification before being brought for a public hearing.
