CITY OF ELK GROVE Incorporated July 1, 2000  MINUTES OF THE CITY COUNCIL  SPECIAL MEETING Wednesday, April 10, 2019  CALL TO ORDER /ROLL CALL  Mayor Ly called the special City Council meeting of April 10, 2019 to order at Present: Mayor Ly, Vice Mayor Hume, and Council Members Detrick and Suen. Absent: Council Member Nguyen (Council Member Nguyen arrived at 4:51 p.m.).  4:36 p.m.  CLOSED SESSION  There were no public requests to speak.  Mayor Ly noted the City Council would be considering the conterence with labor negotiators regarding the Elk Grove Police Officers' Association as the first matter, and though Council Member Nguyen was currently absent, upon her arrival she would be recusing herself from any discussions on the labor negotiation matter, but once the City Council concluded those discussions she could take part in the The City Clerk announced the following closed session items prior to the City  remaining items of the closed session.
