PUBLIC COMMENT Deborah Sibner voiced support for the Animal Shelter project, commending the process Leila August opposed placement of 5G antennas in proximity to residential areas, parks, and schools, raising concerns of health effects from such technologies. Ms. August supported a policy to require written notice or posted warnings at sales locations regarding potential effects from cell phone use and proper use of phones. GENERAL ADMINISTRATION INFORMATION City Manager Jason Behrmann reviewed the July 10, 2019 Administrative Report (filed). Police Chief Bryan Noblett provided an overview of enforcement actions taken during the July 4 holiday in relation to illegal fireworks. He noted staff would be evaluating means to increase enforcement resources available and means to better coordinate communications to address use of illegal fireworks. Ms. Nguyen noted there was an issue of sprinklers activating during the 4th of July show and she requested staff coordinate with the Cosumnes Community Services District to address the issue for future events. PUBLIC COMMENT Leon Rowland recalled prior discussions on rural area policies that supported prohibitions against gated communities in the rural area. He raised issues that numerous areas in the Triangle Area were not engineered properly (citing culverts and roadways that were installed improperly or improvements that were never completed), parcel changes did not provide for adequate easements, and subdivisions that went in did not adhere to their conditions and agreements resulting in issues with drainage and John Firebaugh spoke in support of the staff recommendation, noting it was a compromise of policy positions, but the recommendation as presented was supported storm water management. by most of the members of the Triangle Area community.
