Absent: None. Police Chief Timothy Albright led the Pledge of Allegiance. Mayor Ly asked that the meeting be adjourned in honor of those who lost their lives, and those who responded to aid others, during the attacks on September 11, 2001 and asked that a moment of silence be observed. APPROVAL OF CITY COUNCIL AGENDA Motion: M/S Suen/Detrick to remove Item 8.10, and approve the remainder of the agenda as presented. Elk Grove City Council Page1of9 Regular Meeting, September 11,2019 Michael Monasky noted the anniversaries of the events of the September 11, 2001 attacks and the 1973 bombing of La Moneda Palace in Santiago Chile, noting how violence can be met with retributive acts, and he drew comparison of resulting reaction that violations of the California Voting Rights Act could lead to expensive litigation. Sandra Morales inquired what agency to report an assault at a school site, noting issues she encountered when trying to report the matter to the Elk Grove Unified School District, the City Police Department, and calls made through 9-1-1. Council Member Nguyen attended the Paratransit, Inc. Board meeting. Council Member Suen attended the community workshop reviewing the Civic Center's nature area design, attended the Sacramento Area Council of Governments (SACOG) Policy and Innovation Committee meeting, and noted he would be attending upcoming meetings of the Sacramento Transportation Authority (STA) Board and the Sacramento Vice Mayor Hume attended an emergency closed session of Paratransit, Inc. (with another closed session scheduled for the following Monday), attended the Elk Grove Unified School District (EGUSD) 2 X 2meeting, and he noted the meetings of the Sacramento Regional Transit District (RT) and the Sacramento Regional County Mayor Ly noted the Sacramento Regional County Sanitation District had been cancelled, and noted an upcoming meeting of the Greater Sacramento Area Economic Council. Mayor Ly requested a future agenda item, and received City Council consensus, to look at comparisons of planning commissions of cities of similar size to Public Library Authority Budget Committee. PUBLIC HEARINGS Agenda Item No. 9.1: A public hearing to receive input regarding the composition of election districts for transitioning to by-district (district-based) City Councilmember elections consistent with Elections Code section 10010. RECOMMENDATION Receive input from the public and City Council regarding the composition of election districts for transitioning to by-district (district-based) City Councimember elections. PUBLIC COMMENT Shirley Peters read comments (filed), voicing support for from-district elections, requesting preservation of the rural community, and that the residents should vote for Karif Lawrence, Maureen Kraft, lan Stewart-Vital, Kimberly Stewart-Vital, Patricia Baker, Michael Monasky, and Amar Shergill voiced support for by district elections. Speakers believed the composition of the current council was not representative of the community, by-district elections would make council members accountable to their district, the transition to by-district elections should utilize the current district map and data (and not await the 2020 Census), the costs of litigation were excessive to not transition to by-district elections, by-district elections made campaign outreach and fundraising accessible to a wider range of candidates, concern was raised of voters outside of a district making decisions for others, and speakers believed smaller Mr. Monasky questioned the need for five hearings believing the City was delaying the process to avoid conversion to by-district elections.
