CITY OF ELK GROVE Incorporated July 1, 2000 MINUTES OF THE CITY COUNCIL Wednesday, February 12, 2020 REGULAR MEETING CALL TO ORDER/ROLLCALL Mayor Ly called the regular City Council meeting of February 12, 2020 to order at Present: Mayor Ly, Vice Mayor Detrick, and Council Members Hume, Nguyen, and 6:08 p.m. Suen. Absent: None. Betty Williams led the Pledge of Allegiance. Council Member Hume requested the meeting be adjourned in memory of Lorraine Croup, and Mayor Ly asked that a moment of silence be observed. APPROVAL OF CITY COUNCIL AGENDA Motion: M/S Detrick/Nquyen to approve the agenda as presented. PRESENTATIONS/ANNOUNCEMENTS 4.1 Council Member Hume presented a certificate of recognition to Kevin Spease for 4.2 Mayor Ly presented a proclamation to Betty Williams, President of the Greater Sacramento Region National Association for the Advancement of Colored People his service on the Planning Commission. (NAACP), in recognition of Black History Month. PUBLIC COMMENT Crystal Cornelison stated complaints had been filed with the State of California Fair Political Practices Commission regarding City employees and others regarding the construction of the Aquatic Center, and that she had received a letter from Kronick Moskovitz Tiedemann & Girard and questioned why a law firm was investigating her, stating her belief it was against the law to retaliate against someone addressing their government in a public forum. Elk Grove City Councit Regular Meeting. February 12,2020 Pageiof9 David Anderson and Brian Erickson addressed email correspondence sent regarding the construction of the Aquatic Center. Mr Erickson shared that the email excerpts Larry Sahota stated complaints had been received that the Veterans Grove Flags could not be placed at half-mast, but through a grant funds were secured to purchase black ribbon bands which could be placed on flags to indicate display at half-mast. Mr. Sahota invited the community to an event at the Veterans Hall on February 15 to Mark Graham submitted a video (filed) of a public meeting of the City of Davis as an example of how direction was given by a local legislative body to their staff. Mr. Graham encouraged the City Council to make an effort to address the questions of resident speakers, and stated his appreciation for a recent meeting with the City read referred to a report and the City Council should review that report hear presentations from Tuskegee Airmen heritage members. COUNCIL COMMENTS S/REPORTS/FUTURE AGENDA ITEMS Council Member Nguyen noted upcoming meetings, events, and programs including a District 4 informational session on February 19 hosted by Dignity Health describing future hospital plans, the commencement of the next offering of the Links to Law Enforcement program, an informational session on March 2 hosted by California Northstate University describing future hospital plans, and a meeting on February 24 with students and teacher participants of the Expanded Polystyrene (EPS) Committee. Council Member Hume attended the District56 Community Center grand opening and City staff party, attended the San Joaquin Joint Powers Authority Board meeting, attended the Capital SouthEast Connector Joint Powers Authority Board meeting, met with the district engineer and staff of the Sacramento Regional County Sanitation District, attended a Sacramento Transportation Authority (STA) Board meeting (noting he missed the End of Watch fundraiser event), attended a Sacramento Regional Transit District (RT) Board meeting, and noted another upcoming meeting of the STA tomorrow. Council Member Suen attended a Sacramento Area Council of Governments (SACOG) education trip reviewing San Diego area transit services, attended the SACOG Transportation Committee Meeting, and attended an STA ad hoc committee meeting. Steven Balliet and Steven Sandholtz, applicant representatives, spoke in support of the staff recommendation. Mr. Balliet addressed the landscaping decision to reduce the number of required trees that were 24-inch box in size, noting there would be installation of more trees overall. The 24-inch box plantings would remain on the perimeter between the project and existing residences and roadways, the smaller trees planted throughout the site would allow those plantings to grow and mature prior to final project review, and the addition of new tree species brought in more drought tolerant varieties to the plan. Mr. Montgomery noted the project property being developed was out of the 200-year flood plain, he observed that the property to the east was in the 100- year flood plain, and the eastern boundary of that property was a creek channel which would likely be prohibitive to stub any facilities in that direction. Council Member Hume raised questions regarding the proposed trail, which appeared to go around the back of the subdivision along the creek (and was a more circuitous route than the direct path of staying on or close to Bond Road), removed a tree, and appeared to be a considerable expense for an extended pathway that reduced overall Staff noted the proposed trail segment filled a missing connection between existing trails to the east along tributaries of Laguna Creek and the trail to the west, west of lot sizes. Regarding development of property to the east, staff noted the eastern property had a culvert that drained under Bond Road, almost the entire parcel was inundated in the 100-year flood plain, and there were existing, additional constraints on the site. In response to Council questions, Mr. Griffin stated the project was considering a depth of 12 feet in certain areas of the pond, and with more islands proposed, those design elements were anticipated to aid water circulation and reduce issues such as algae growth. Regarding water quality, the pond was being designed to be a natural system that would not require the use of chemical treatments, runoff from District56 sites was being designed to channel through ab bio-engineered swale for filtering prior to going into the pond, and concerns of runoff from surrounding uses to the south were anticipated to be negligible as the areas were designed as passive nature areas with no intent to utilize fertilizer or other landscape treatments. PUBLIC COMMENT None. Council Member Hume suggested not installing grass at the site of future library/performing arts center, noting investment to install grass would be a throwaway cost once the site developed, and by keeping the spot vacant it would serve as an incentive to develop the site.
