Recognize the Nadadore's Dive Team as the 2021 U.S. Diving Team National Champions City Council Minutes October 26, 2021 Mayor Kelley presented certificates of commendation to the Nadadore's Dive Team. P2. Toll Roads Update Received update from. JeffBott oft the Toll Road Agency. PUBLIC COMMENTS Gabriel El-Mahrek, M.V.: Expressed his concerns ofLGBTQ+ community. Greg Nelson, M.V.:. Asked and encouraged the City Council not to include the natatorium in the vision plan that will be coming before them at the November 9 Council Meeting. WaltLawson, M.V.: Questioned why all five seats are not up for re-election in 2022 and feels that City Attorney Bill Curley reiterated that the public needs to understand is that we are changing the electoral process. There will be a new Ordinance meaning a new law, it will be on the same par as State Law when the new voting process is adopted. Laws can change and the process can change. As to process, we are strictly following State Law and working with a top demographer ini the State. They are the ones guiding the timing to make sure it is done correctly. The Federal Census had some flaws and those are being changed. We encourage resident to work with us. the timeline for redistricting is too close to the holidays. Contract Amendment for Air Conditioning Related Services at City Facilities Approved First Amendment for Control Air Enterprises, LLC (A21-52A): for air conditioning repairs and related services at city facilities for the period of July 1, 2021 to June 30, 2022 in 8. Corporation Yard Storage Barn - Animal Services Center (CIP 329) - Notice of an amount not to exceed $25,000.00. Completion (1) Certified the completion of and accept the improvements for the subject project; (2) authorized the City Manager to sign the Notice of Completion; (3) authorized the City Clerk to record the Notice of Completion with the County of Orange and to release the Faithful Performance and Payment Bonds one year and thirty- five (35) days, respectively, after the date of the Notice of Completion recordation and contingent upon the absence of claims or liens being filed with the City; and (4) authorized the payment of the final retention of $8,047.65, thirty-five (35) days after the date of the Notice of Completion recordation. 9. Motion made by Council Member Sachs, seconded by Mayor Pro Tem Bucknum, to(1)adopt Resolution 21-37 Amending the FY 2020/21 City Budget for Year-End Close Out Adjustments in Certain Accounts and Funds; (2) adopt Resolution 21-38 Amending the FY 2021/22 City Budget, and (3) adopt MVHA Resolution 21-03 Amending the FY 2020/21 Mission Viejo Housing Authority Budget. CITYI MANAGER REPORT Noi report was given. CITY ATTORNEY REPORT City Attorney Bill Curley updated the City Council that himselfa and the City Clerk attended al home owners board meeting at Casta del Sol to present district voting. He stated the attendance was approximately 50 in attendance and 20 over Zoom. He announced that this Saturday October 30 there will be a community workshop in the Council Chamber to present district voting and answer questions of residents. Lastly, he stated that the City is doing what the law requires and more to make sure that we. have a full and fair participation in the community. COUNCIL MEMBER COMMENTS AND ACTIONS City Council Minutes 5 October 26, 2021 18. Council Member Reports of Events and Activities Attended - AB1234 By consensus, the City Council Members acknowledged their event and activities calendars as presented in the report and agreed to provide any changes to the City Clerk for the public record. Council Member Raths Council Member Raths announced that the reason he was late this evening was because he attended the City ofI Irvine Council Meeting to show support oft the Veterans Cemetery in Gypsum Canyon. Thirty-three of Thirty-four cities have approved this with Irvine being the last city to approve. He mentioned that he attended the Walk Against Drugs and the grand opening of Wild Fork] Foods. He also attended the State of the City in Laguna Niguel and attended a Chamber Mixer at Tempur Pedic Store in Mission Viejo. Council Member Sachs No comments this evening. Mayor Pro Tem Bucknum Mayor Pro Tem Bucknum stated that she attended the Walk. Against Drugs and the Family Style Concert this past Friday. She thanked the Mission Viejo Activities Committee and Staff. Mayor Pro Tem Bucknum indicated that she will be appointing her Investment Advisory Commissioner at the November 9 meeting. Mayor Kelley Mayor Kelley announced that she also attended the Walk Against Drugs and commended Police Services and the great job they did and it was a wonderful success. Last Saturday, she stated that there was a planting day at Oso Creek Golf Course. Due to the rain there were not as many volunteers as expected. She attended along with Council Member Goodell and Mayor Pro Tem Bucknum. Mayor Kelley mentioned that several golfers volunteered to contribute and help fori their golfcourse. She thanked Director Rattay and Director! Hill. She mentioned her son has ai mosquito issue and had Vector Control come tol his property. The technician indicated that there is ai natural solution but it is expensive. He explained that by releasing a different breed ofmosquitos who will breed with the aedes mosquitoes which will then make them sterile, but indicated that Vector Control does not have the funding to do this and that cities will have to chip in. Finally, she stated that she missed the medal of valor due to a conflict and wanted to recognize Deputy Jason Duran and Deputy Alex Santo both received a medal for lifesaving. They were dispatched to assist a landscaper that was pinned under a lawn mower and if not for their quick action the man would have died. Community Services Officer Darcy Stump was also give a medal of valor for saving three residents from a burning home.
