AGENDA REVIEW/MODIFICATION Mayor Short stated items 9H, Vactor Sewer Purchase had been removed from the agenda. a) Lena Labosky, a Lincoln resident, requested the total cost overrun of the Lincoin Regional Sewer and the exact amount the City would end up with. Ms. Labosky also stated her concern with lost revenue when the City's largest water user, Sierra Pacific Industries, started using reclaimed water and suggested any savings the City realized in wastewater fees be b) John Taylor, a Lincoln resident, expressed his concern with the former Police Chief Rex Marks' severance and requested the Mayor investigate and report back. c) Byron Chapman, a Lincoln resident, also stated his concern with the severance and stated he had received notice of the closed session meeting held earlier just this morning which wasn'ta 24-hour notice as prescribed by the Brown Act and that the agenda was not signed nor dated CITIZENS ADDRESSING THE COUNCIL used to offset the water increases due to this lost revenue. 8 600 Sisth Strect Lincoin. Mayor Short asked City Attorney Leslie Walker to speak on this matter and Ms. Walker stated the agenda was posted the week prior to the meeting and was in compliance with the Brown Act. 8. PRESENTATIONS A. Lincoln Police Athletic League (PAL). Warren and Lori English stated they had attended a recent Coffee with the Mayor and had asked what they could do for the City and asked for a contact in the Police Department. Mr. and Mrs. English spoke with Officer Steve Krueger and began asking for donations at Sun City Lincoln Hills Fire Chief Kurt Snyder promoted T.J. Thomas to Fire Captain and introduced Captain Thomas' C. Employee recognition of Deanna Weiss, Anastasia Efstathiu, Lana Donkova, Kim Hitchcock and Ruthann Codina for their professionalism and dedication (GFOA award). Steve Ambrose, Support Services Director, introduced Robin Bertagna, City of Yuba City Finance Director on behalf of Government Finance Officers Association (GFOA), who presented the City and were able to raise over $5,000 which they presented to Officer Krueger. B. Promotion of T.J. Thomas to Fire Captain. mother, Camille, and wife, Victoria, who pinned the new Captain's badge. with a Certificate of Excellence award. D. Community Choice Aggregation powerpoint. Jenine Windeshausen,Placer County Treasurer, gave a brief powerpoint presesntation on the new Community Choice Aggregation program which is a new program to provide local sourced energy which rate payers can opt out of. A brief Council discussion ensued and Council requested additional information be brought back to a future work session. Byron Chapman, a Lincoln resident, stated he requested the above items be pulled from the agendas because when the purchases are totaled they are just short of $1 million and wanted the purchases spread over multiple fiscal years if possible. A brief Council discussion ensued and at the end Councilman Gilbert motioned and Councilman Joiner seconded to approve all three items- F. Utility Billing Adjustment Ordinance - Second reading and adoption of Ordinance 917B amending Chapter 13.04 of the Lincoln Municipal Code relating to utility billing adjustments. Steve Ambrose, Support Services Director, stated the Council had heard the first read of Ordinance 917B at the July 26, 2016 Council meeting and had requested some additional information in regards to what policies other agencies had and the impact on the General Fund which was included in the staff report. Steve Ambrose continued that staff's recommendation is to allow the Tier 5 component of water bill be adjusted with an annual cap of adjustments at $10,000 which would require another first read of the ordinance and clarified that this would not be al hit on the General Fund. Mayor Short opened the discussion toi the public at 7:58PM with the following a) John Taylor, al Lincoln resident, wanted to confirm that the City currently has a Tier 5 portion of Councilman Joiner motioned and Councilman Nader seconded to introduce and waive the first reading of Ordinance 917B attachment two, amending Chapter 13.04 of the Lincoln Municipal Code relating to utility billing adjustments with the alternative of Tier 5 component as the adjustment and an annual cap of $10,000 with Mayor Short stating he was in support of the last version of the Ordinance Approved by the following vote: Joiner Aye, Nader- Aye, Gilbert- Aye, Hydrick- C. SGMA Letter - Sustainable Groundwater Management Act (SGMA) governance draft letter. Mayor Short stated he received one concern from the Council regarding his draft letter and Councilman Joiner stated it was his concern and he suggested the first paragraph be deleted because he feels it is aggressive and in third paragraph beginning with 'As Americans we have a self-reliance... be deleted. Mayor Short stated he felt the first paragraph was a call to action and requested it remain with a brief Council discussion following. Mayor Short then suggested the first paragraph be deleted but that the sentence 'As Americans we have a self-reliance...r remain. NEW LIBRARY HOURS - Provide response to the new library schedule to take effect September 1, 2016, incorporating the eight additional weekly open hours approved in the Kathryn Hunt, Library Manager, introduced the proposed library schedule Monday, Tuesday, Wednesday and Saturday from 11AM to 5PM and extended hours on Thursday of 10AM to 5PM and closed on Fridays and Sundays and detailed how patrons were surveyed. Councilman Gilbert requested No Smoking in Parks be on the next agenda as he had received a Councilman Nader requested Outdoor Tire Displays also be added to the next agenda and Mayor Short requested that be taken a step further to include the Downtown Plan and both be included on Councilman Nader also requested a letter of support as requested by the League of California Cities regarding SB879, Affordable Housing, as well as the Wildlife Heritage storm drain solution for Mayor Short requested staff look at the new LED streetlights as some were too bright and some too dim, suggested everyone go to a Dutch Brothers Coffee in Auburn or Rocklin and voice support for a new location in Lincoln and staff review the Ewing's property in Village 1 as they may be landlocked. an upcoming agenda. baby ducklings and quail be included on upcoming agendas. 14. COUNCIL COMMITTEE REPORTS Councilman Nader updated the Council on the Airport Committee meeting he attended and that the Nunno lease discussions were continued to the next meeting on September 7, 2016. Councilman Nader also reported on the Placer County Air Pollution Control District and an Operation Make a Difference meeting regarding homelessness and Lincoln Police Officer effort to create paths near Councilman Gilbert reported he attended the Placer Mosquito and Vector Control District Board meeting where the Zica' Virus was discussed and distributed some materials for Council made a Councilman Hydrick reported he had attended the Lincoln Municipal Advisory Council where Councilman Joiner reported he had attended Western Placer Waste Management Authority meeting where revenue and tipping volumes are projected higher with the exception of recycling items and an action item to approve a phased expansion plan which was much more expensive than expected as it was over $200 million and direction given to flush out further with a brief discussion on number of years of capacity remaining Councilman Joiner also reported on the Mayor Short reported he had attended a Regional Water Authority meeting where the regional Auburn Ravine. part of these minutes by mention thereof. committee assessments were discussed.
