Mayor Short asked for a moment of silence in memory of Lt. Col. Steve Eadie, a Lincoln resident and U.S. Air Force pilot who, along with another pilot, ejected from their plane shortly after take-off from Beale Air Force Base last Tuesday, September 20, 2016. The other pilot survived but Lt. Col. Eadie did not survive the ejection and subsequent plane crash. 6. Mayor Short opened the discussion at 6:30PM with the following comment: a) Richard Moore, Vice Chair of the Parks & Recreation Committee, stated the committee would like to create a family friendly environment at City parks and that over 200 California intended to obtain input from Council. cities have similar no smoking ordinances. Matt Brower, City Manager, stated Mayor Short recently sent a letter requesting a meeting with all SGMA partners and a meeting with SGMA partners' legal counsels is scheduled for October 7, 2016. Al brief discussion ensued and Council consensus was to schedule a meeting with SGMA partners after the October 11, 2016 Council meeting. 13. COUNCIL INITIATED BUSINESS report from the Parks & Recreation committee. Councilman Gilbert requested No Smoking in Parks be on the next agenda as he had received a Councilman Nader had raised an issue with Blabbermouth Chocolate and changing the process of issuing conditional use permits for selling of gift baskets that contain alçohol at the last meeting. Mayor Short also expressed his concern with the condition of Downtown trees and asked staff to research and report back. 14. COUNCIL COMMITTEE REPORTS Councilman Nader updated the Council on the Capital Region Local Policymaker Forum, the Chamber/City meeting he attended in the Mayor's place, two Airport Committee meetings and a homeless webinar he had attended. Councilman Hydrick reported he had attended the Lincoln Municipal Advisory Council where an Emergency Shelter Zoning Text Amendment was discussed that affected land in the City's Sphere of Influence without discussion with City staff and encouraged better communication in future. committee assessments were discussed. Councilman Joiner reported he had attended a Sacramento Area Council of Government (SACOG) meeting where the new Executive Director, James Corless, was announced; the Greater Sacramento meeting where a Bay Area Tech Company relocation to Sacramento was announced and the Placer County Economic Development Committee meeting in Kings Beach in the Lake Tahoe Basin. Mayor Short reported he had attended a Regional Water Authority meeting where legislative affairs Councilman Gilbert asked about the City Council schedule in November and December and Gwen Scanlon, City Clerk, announced a work session would be held on October 4th and November 1sland the regularly scheduled meeting on November gth was cancelled and rescheduled to November 15h was discussed. and there would be only one regular meeting in December. 15.
