AGENDA REVEW/MODIFCATION Mayor Short announced Item 10D, Village 7, was being continued to the November 15, 2016 CITIZENS ADDRESSING THE COUNCIL a) Wayne Gallant, al Lincoln resident, stated he had an issue with the micro-surfacing street project done in Sun City Lincoln Hills, Village 11 and requested Council reprogram funds for asolution. Mayor Short asked if there were any other folks in the audience with a similar concern with al handful of folks who raised their hands. A brief Council discussion ensued regarding when this item could be brought back to Council for further discussion and Council consensus was November 15, 2016. Mayor Short requested a budget appropriation as well as responsibilities be identified when the item comes back to Council. Mayor Short confirmed a thorough cost comparison was done and the City Attorney does work for the citizens because that position directly reports to Council who reports to the citizens and he introduced Leslie Walker, Assistant City Attorney, and Mona Ebrahimi, City Attorney, from Kronick Moskovitz Tiedemann & Girard (KMTG). Committee Reports Councilman Hydrick reported on the Sheridan Municipal Advisory Council (MAC) where he received information on the citrus insect and Sheridan phone interruption. Councilman Joiner reported he attended the Sacramento Area Council of Governments (SACOG) Board Meeting where an update to the Memorandum of Understanding (MOU) between SACOG and PCTPA (Placer County Transportation Planning Agency) was approved which added Colfax and Loomis who were not previously in the MOU. Councilman Joiner reported he also attended the Western Placer Waste Management Authority (WPWMA) meeting where a facility master plan was approved and a brief discussion ensued. Councilman Joiner also attended the Airport Committee meeting where the Nunno Lease was discussed and the Mayor Short reported he attended a dedication for the Aerojet Water Project, was meeting with Woodland to discuss them joining Regional Water Authority (RWA) and he would be attending a City/County meeting on Thursday and asked if Council was in agreement with his stance that Lincoln retain its LAFCO (Local Area Formation Commission) seat and keep the rotation as-is and received Council's concurrence.
