After al brief discussion, Council consensus was gained directing staff to do further research and bring the report back to a future meeting. WESTPARK LR, LLC DEVELOPMENT AGREEMENT (WESTERN PLACER EDUCATION FOUNDATION RESIDENTIAL DEVELOPMENT LOCATED IN THE TWELVE BRIDGES SPECIFIC PLAN AREA-(1.)Conduct: a Public Hearing; and (2.) Introduce and Waive First Reading of ORDINANCE 939B finding the project exempt from further CEQAI review and recommend the City Council approve a Development Agreement by and between the City ofl Lincoln and' Westpark LR, LLC relative to the development known as Western Placer Education Foundation property located in the Twelve Bridges Jim Bermudez, Development Services Division Manager, gave a brief staff report and referenced a memorandum dated April 11, 2017 with a minor modification to the Development Agreement in Section 2.9 related to fees, made a part of these minutes by mention thereof. Jim Bermudez also stated the Planning Commission recommended approval of the project by City Council but were unanimous in their support of the removal of the condition calling for prepayment of fees and as Council had also discussed this issue at ar recent work study session and had the same direction, staff had removed that condition. Councilman Karleskint had a question regarding prevailing wage requirements. Mona Ebrahimi, City Attorney, stated this project has public infrastructure components which require prevailing wage. Mayor Gilbert opened the a) Marcus Lo Duca, Attorney representing Westpark LR, LLC, stated the applicant with support of staff and Planning Commission is requesting support by the Council of this project. He provided background of project and stated it is fairly unique with access issues necessitating develop of surrounding projects before this project can move forward. Mr. Lo Duca continued the Development Agreement is a mechanism which would allow extension of this project's entitlements and the applicant is in agreement with the conditions with the amended language in Section 2.9.
