Councilman Karleskint motioned to approve Support Letters for AB 968 (Urban Water Use Efficiency) and AB1654 (Urban Water Management Planning), authorize the Mayor to sign both letters and authorize Staff to Transmit Letters. By the following Vote (Approved), Karleskint - Aye, Joiner-  Aye, Nader - Aye, Gilbert Aye and Hydrick - Absent.  B. As called for by Governor Brown, these new targets will build upon the progress made under the, existing "20% by 2020" law (SB x7-7 (2009)). The bill makes water use efficiency a way of life in California in a manner that accounts for local conditions, while also recognizing and incentivizing sustainable, balanced approaches to water management. AB 968 will establish a collaborative stakeholder process to continue improvement in water use efficiency beyond 2025. AB 968 will also preserve the Legislature's authority and oversight over long-term water use As a significant policy matter with implications for California's economy and communities, we encourage the Legislature to consider AB 968 and other similar bills through the regular policy committee process, and to not consider budget trailer bills related to this important area of For these reasons, the City of Lincoln supports AB 968. Under the bill, urban retail wage suppliers ('water suppliers") would report annually toi the Department ofV Water Resources on the status of their water supplies for that year and whether supplies will be adequate to meet projected customer demand. If supplies are not adequate to meet demand, the water supplier would be required to implement the appropriate responses as described in its water shortage AB 1654 would also prohibit a water supplier from being required to reduce its use or reliance on any water supply available beyond the steps specified ini its water shortage contingency analysis, protecting water suppliers' and their customers' investments in resilient water supply Finally, as a significant policy matter with implications for California's economy and communities, we encourage the Legislature to consider AB 1654 and other similar bills through the regular policy committee process, and to not consider budget trailer bills related to this For these reasons, the City of Lincoln supports AB 1654.
