AGENDA REVIEW MODIFICATION - NONE CITIZENS ADDRESSING COUNCIL  a) Vic Freeman, al Lincoln resident, acknowledged and thanked Police Chief Doug Lee for his presentation at the Sun City Lincoln Hills forum earlier that day and also commented on the terrible b) Scott Leaman, Western Placer Unified School District Superintendent, provided an update to  fires that were occurring in the Napa and Santa Rosa areas. Council on the facilities that the district is working on. COUNCIL INITIATED BUSINESS - NONE  8. 9. 9.A.  PRESENTATIONS  Economic Development Committee (EDC) Quarterly update.  Mike Miller, EDC Chair, provided al brief update to Council. Councilman Nader requested a written report and  Matt Brower, City Manager, stated staff would forward the EDC Scorecard.  9.B. Work Order with Coastland Engineering for Construction Manager and Engineering Staff  Augmentation Services - Adopt RESOLUTION 2017-219 authorizing the City Manager to approve a work order for construction manager and engineering staff augmentation services with Coastland Civil Engineering, ina an amount not to exceed $352,560 for the 2017/18 fiscal year from Fund 270 (Parks/L&L), Fund 248 (Development Reimbursed), Fund 221 (Streets), Fund 710 (Water) and Fund 720 (Waste Water). projects - Adopt RESOLUTION 2017-220 approving IT services that includes. Amendment #7 ($35,300) to the MITC contract for major IT projects, approve the quote to purchase material and supplies, and augment the FY 2017-18 Budget in the amount of $11,500 for the Professional Services account #8004020-0400.000. area-A Adopt RESOLUTION 2017-221 authorizing the City Manager to execute. Amendment No. 1t to the that authorizes the City Manager to execute the Amended Park Credit Agreement for Atkinson Park.  10.D.  Information Technology (IT) services Amendment #7 to the MITC contract for major IT  10.E. 10.F. 11. 11.A.  Goodwin Consulting Group Amendment #1 for PFE Fee Program for the entire General Plan Amended Park Credit Agreement with JMC for Atkinson Park Adopt RESOLUTION 2017-222  Contract for Services with Goodwin Consulting Group, Inc. to extend the time.  PUBLIC HEARINGS  Park Safety and No Smoking Ordinances - (1)Conduct a public hearing; (2) Waive full reading  and introduce, by title only, ORDINANCE 945B of the City of Lincoln adding Chapter 12.20.105 to the Lincoln Municipal Code pertaining to trespassing at McBean Stadium, and Chapter 12.20.170 pertaining to Park and Park Facility Exclusions and repealing and replacing section 12.20.170 of the Municipal Code, Ejection From Parks; and (3) Waive full reading and introduce, by title only, ORDINANCE 946B ordinance of the City Council oft the City ofl Lincoln amending Chapter 12.20 of the Lincoln Municipal Code Prohibiting Smoking in City Parks Jennifer Hanson, Public Services Director, gave a brief staff report. At to the two (2) vacant Planning Commissioner seats and one (1) Gwen Scanlon, City Clerk, gave al brief staff report and stated Councilman Hydrick had nominated Eric Johnson as his appointment to the Planning Commission, Councilman Nader had nominated Jordan Maurer as his appointment to the Planning Commission, and Council had unanimously nominated Megan Boespflug to the Economic Development Committee. Councilman Nader motioned and Councilman Joiner seconded to approve the resolution. Negotiating Agreement with Planes of Fame, Inc. Adopt RESOLUTION 2017-224 approvinga a  Negotiating Agreement with Planes of Fame Air Museum, Inc., and authorizing the City Manager to negotiate the terms of a potential transfer of a legal interest inj property owned by the City which provides for the  development of an aviation/aeronautical museum by Planes of Fame.  Shawn Tillman, Economic Development Manager, gave a brief staff report and detailed thet four possible locations the museum could be located on at the Lincoln Regional Airport. Steve Hinton, Planes of Fame Museum President, gave a brief history of the museum and thanked Council and staff for their work.  Mayor Gilbert opened to public comment: and that it would be a win-win situation.  c)  Richard Pearl, al Lincoln resident, stated the museum is at tremendous opportunity for the City  Councilman Joiner motioned and Councilman Karleskint seconded to approve the resolution. PFE Fee Revenue Allocation related to Del Webb/Sun City Lincoln Hills - Adopt  RESOLUTION 2017-225 authorizing the allocation of PFE fee revenues related to the Del Webb/Sun City Steve. Ambrose, Support Services Director, stated the reallocation of funds from the Library and Solid Waste PFE1 funds would speed up the timeline to repay loans and creates stability for thet funds. Councilman Joiner motioned and Councilman Karleskint seconded to approve the resolution. By the following Vote (Approved): Joiner- - Aye, Karleskint - Aye, Nader- - Aye, Gilbert- Aye and Hydrick- - Absent, the following item: RESOLUTION 2017-225 authorizing the allocation of PFE fee revenues related to the Del Webb/ Sun  City Lincoln Hills project. 12.D.  Memorandum of Understanding between City of Lincoln and Lincoln Police Officers  Association (LPOA)- : Adopt RESOLUTION 2017-226 approving the Memorandum of Understanding between Lincoln Police Officers Association (LPOA) and City of Lincoln, estimated total cost of the negotiated provisions described belowi is $94,887 over the term of thet twenty-four (24) month contract from the General Fund. Astrida Trupovnieks, Human Resources and Special Projects Manager, gave a brief staff report. Mayor Gilbert opened and closed the public hearing at 7:19PM with no comment. Councilman Joiner motioned and Councilman Nader seconded to approve the resolution. By the following Vote (Approved): Joiner- - Aye, Nader - Aye, Karleskint - Aye, Gilbert- Aye and Hydrick- Absent, the following item: RESOLUTION 2017- 226 approving the Memorandum of Understanding between Lincoln Police Officers Association (LPOA)and City of Lincoln, estimated total cost of the negotiated provisions described below is $94,887 over the term of  thet twenty-four (24) month contract from the General Fund.  13. Information Items - none. 14.ADJOURNMENT  Mayor Gilbert stated the Council would adjourn the regular meeting and go into a Closed Session meeting and did not anticipate any announcements coming from the Closed Session.
