Matt Brower, City Manager, introduced Katie Donahue-Duran, Legislative Advocate for North State Building Industry Association (BIA) who introduced Matthew Skelton and Steve Gall, Developers for USA Properties, who detailed their efforts in providing affordable housing and distributed a packet of information to City Council, made a part of these minutes by mention thereof. A brief Council discussion ensued regarding challenges in financing affordable housing. Mayor Nader opened the a) Marcus Lo Duca, Roseville Attorney representing Lincoln property owners and developers, stated Cities offer the following incentives to affordable housing developers in order for these types of projects to pencil out financially: offer land to develop, removal of mello roos fee from affordable housing parcels and having infrastructure right up to front door. Mr. Lo Duca stated challenges with silent second mortgages and encouraged the City to work with developers to b) Byron Chapman, a Lincoln resident, encouraged City Council to think outside the box and do c) Bob Loew, a Lincoln resident, asked if the economics of a project is different if the developer intends to own the project for atl least fifteen years or sell it off immediately after building and expressed his concern that the gap between median income and affordable housing is getting Mayor Nader closed the public discussion at 5:40PM. Life Lincoln Page 2of2 City Council & Lincoln Redevelopment Successor Agency January 2, 2018 Work Session Meeting 4.B.CFD Formation Presentation & Discussion - Following a presentation and discussion of the subject matter, staff is requesting that City Council provide general direction for the maintenance Community Facility District (CFD) for the following elements: 1)establishing landscaping standards, 2) capital replacement funding options, 3) street maintenance funding, 4) annual maximum tax escalator, and 5) approach to CFD tax with a phased development. Based upon direction and guidance provided Steve Ambrose, Support Services Director; Jennifer Hanson, Public Services Director; Ray Leftwich, City Engineer; and Ed Espinoza, the City's Lighting & Landscaping (L&L) consultant from Francisco & Associates provided a staff report and answered City Council questions. AI lengthy City Council discussion ensued regarding city wide maintenance and whether it would apply to only new development or new development and existing areas, three-tiered landscaping standards (gold, silver and bronze), L&L zones and balancing CFD costs so that they do not get sO high development halts in Phil Rodriguez, a Lincoln developer from Lewis Communities, and Steve Fuhrman, a Landscape designer, showed a video with scaled back landscaping to platinum level which doesn't reduce the landscaping costs to the developer but instead lowers the long term maintenance costs and complies by Council, staff will prepare a Resolution for action by Council at a later date. Lincoln because the developers' capacity for bonding is reduced. with State mandated water conservation. Mayor Nader opened the discussion toi the public with the following comments: a) Marcus Lo Duca, stated it is a: zero sum game and that if City charges more for one component b) Mike Whipple, NSBIA, stated the City Council could look at CFD's for each project that comes Mayor Nader stated it was past 6:00PM and asked how much longer the presentation would last and Staff responded they were approximately half way through. COUNCIL INITIATED BUSINESS Councilman Gilbert requested Staff report back on Ad Hoc' Water Rate Committee Findings and that a member of City Council be on the team for the Planes of Fame negotiations and received Council Councilman Gilbert stated he does not like the set up in the First Floor Conference Room and issues with the air conditioning and microphones and suggested the work session meetings be held ini the Third Floor Council Chambers. Councilman Joiner disagreed and stated the Western Placer Unified School District meets in that room during the normal day the work session meetings are held. Councilman Gilbert requested Staff research whether a move could occur and received Council consensus. A brief discussion occurred regarding being transparent and videotaping all meetings and Councilman Joiner suggested a continuation of tonight's meeting on January 5, 2018 and received consensus for both requests. what Placer County is doing in these efforts.
