Live Life Lincoln MINUTES CITY OF LINCOLN CITY COUNCIL & LINCOLN REDEVELOPMENT SUCCESSOR AGENCY SPECIAL MEETING MINUTES Council Work Session February 6, 2018 4:00PM - 6:00PM -First Floor Conference Room Mayor Nader called the meeting to order at 4:02PM. 1. ROLLCALL Councilmembers present: Peter Gilbert Paul Joiner Dan Karleskint Stan Nader Mayor: Councilmembers absent: Gabriel Hydrick Staff members present: Matt Brower, City Manager Kristine Mollenkopf, City Attorney Steve Ambrose, Support Services Director Jennifer Hanson, Public Services Director Ray Leftwich, City Engineer Gwen Scanlon, City Clerk Matt Wheeler, Community Development Director Various City employees, consultants and members of the public were also present. 2. FLAG SALUTE led by Jerry Harner, City Treasurer 3. PUBLIC COMMENT - none 4. STAFF REPORT - staff report 4.A.Facility Fee Waiver. Jennifer Hanson, Public Services Director, presented a staff report with three options: (1) Do not allow for the waiver of fees and only allow for a non-profit rate as currently allowed for in the Master Fee Schedule (if this option were selected, Staff recommends that the rental fee rates be re-evaluated to confirm they are set at a rate that fully recovers costs); (2) Establish a Fee Waiver Policy that would allow for non-profits to have all fees fully waived (this option would result in a reduction in annual revenue of at least approximately $14,640 - the total revenue related to non-profit events for 2017); (3) Establish a waiver policy that may be based on community benefit and urgency of the request and requirements could include waiving fees would only be granted for events that were to occur within 30 days or less of the request, event would be required to provide a direct benefit to the Lincoln community, facility must have an opening to allow for the rental and no paying renter would be dislocated, the sponsor of the event would be required to be based in Lincoln ori fees associated with funerals or memorial services would only be waived if the deceased was a former elected official from Councilman Karleskint stated he preferred option 3 but wanted to include the clause from option 1 'lf this option were selected, Staff recommends that the rental fee rates be re-evaluated to confirm they are set at a rate that fully recovers costs'. Councilman Joiner reminded the Council why the Lincoln Community Foundation (LCF) was set up and stated the LCF could provide small grants to take care of the facility fees. A brief Council discussion ensued regarding cost recovery and non-profits. Council consensus was option 3 and Jennifer Hanson stated she would bring back an action item to the Park & the City or an active military member. Astrida Trupovnieks, Human Resources and Strategic Initiatives Manager, presented the City Department Scorecards and a brief Council discussion ensued. Mayor Nader exited the room at 5:28PM and returned at 5:30PM. 5. GENERAL BUSINESS 5.A.Affordable Housing Module 2- Fees Matt Wheeler, Community Development Director, gave a brief staff report and PowerPoint detailing the City's current building permit andi impact fees. Councilman Gilbert requested Roseville fees be used as ac comparison rather than Folsom as they are a direct competitor to Lincoln. Abrief Council discussion ensued regarding fees per square feet, when fee schedules were implemented for Rocklin and Folsom, impact fees and pass through fees. Mayor Nader asked why Lincoln's water fee was so much higher than Rocklin and. Jennifer Hanson explained the water connection charge is not related to what Placer County Water. Agency charges Lincoln as Lincoln pays on a per gallon basis which is prorated. Abrief discussion ensued regarding water fee comparison and Council requested apples to apples comparison and asked staff to research and bring back. Matt Wheeler concluded his report by stating that affordable housing builders were looking for the City to waive fees which the City can't do without charging an inclusionary housing fee or raising costs to other home builders. Mayor Nader opened and closed the public discussion at 4:53 with no comment. Matt Brower, City Manager, asked the Council for permission to push the next affordable housing module to the April work session sO that Staff could bring the Community Facility District discussion to the March work session and received Council consensus. 5.B.Village 1 Village Center - Highway 193/Oak Tree Lane Mayor Nader stated he had requested this item be on this agenda as he had been approached by the project proponent who said Staff was not in favor of his proposed gas station. Councilman Karleskint and Gilbert asked what the Council was acting on, as the information provided did not state what was trying to be accomplished. Councilman Joiner stated it was inappropriate to have this item on the agenda as the City had not yet received an application and that he had ex-parte communication with the project proponent Doug Tartara and Mr. Tartara stated he did not request this be put on this meeting agenda. 5. COUNCIL. INITIATED BUSINESS Councilman Gilbert stated the City has eight committees and four of those committees have staff voting while the other four staff doesn't vote and requested staff research and report back. Councilman Karleskint asked when the legislative platform would come back to Council and Matt Brower, City Manager, stated it would be on the February 27, 2018 agenda. Mayor Nader requested the City Manager's annual evaluation be placed on the February 27, 2018 closed session agenda and received Council concurrence. 6.
