FLAG SALUTE led by Gwen Scanlon, City Clerk 3. PUBLIC COMMENT - none 4. STAFF REPORT staff report 4.A. Following a presentation and discussion of the Public Safety CFD and the maintenance CFD, staff isr requesting that City Council provide general direction for the Public Safety CFD and Maintenance CFD fori the following elements: 1)Public Safety Service Levels 2) Maintenance CFD: a) establishing tiered landscaping standards, b) capital replacement funding options for street maintenance funding, and c) annual maximum tax escalator. Staff will brief City Council on the next steps for CFD formation. Based upon direction and guidance provided by Council, staff will prepare a Resolution for action by Steve Ambrose, Support Services Director, presented a staff report and stated the CFD working group consisting of staff, Building Industry Association representatives and two members of City Council, Peter Gilbert and Paul Joiner, had three meetings and felt it was time to bring to the entire City Council for direction. The staff report was presented by each request with request, City Council direction and Request #1: Public Safety CFD staffing levels, Steve Ambrose distributed a fiscal comparison for Meadowlands public services CFD, made a part of these minutes by mention thereof: Council at a later date. public comments listed below: Council supports Police and fire staffing levels at .85 and .66 respectively and request staff include levels in CFD studylanalysis. Agency March: 5, 2018 Work Session Meeting b) Phil Rodriguez, representing Lewis Communities, a Lincoln developer, stated larger projects will have economies of scale but smaller projects may be tighter and that he would need to reanalyze his projects with the changed numbers before he could agree or disagree with Staff's numbers. Request #2: CFD Application to Commercial Projects: Staff to provide recommendation to City Council including pros and cons list for exempting commercial projects and including commercial projects. Public comment: a) Travis Batts, representing Pappas Investments, asked for clarification as to whether the public safety CFD would apply to commercial projects. Steve Ambrose, Support Services Director, stated Staff needed to do further analysis and would bring back a recommendation but tonight's discussion only applied to residential projects. Request #3: CFD Application to Infill Projects: Staff to provide recommendation to City Council including pros and cons list for exempting infill projects and including infill projects. Public comment: a) Marcus Lo Duca, a Roseville Attorney representing Lincoln Developers and Property Owners, stated infill projects will need to be treated differently than new development and there may be efficiencies with infill projects located close to new development. b) AIJ Johnson, of AI Johnson Consulting, stated infill development is challenging and suggested City Council review each project on a case by case basis in order to c) Bill Niemi, a Lincoln Developer of the Meadowlands Project, agreed with comments regarding infill but urged the Council to finalize these CFD numbers sO that his project could begin and stated his concern with 90-day building window for. June/July incentivize development of these projects. that was coming up soon. Request #4: Tiered landscaping: Council supports concept of tiered landscaping for future projects and instructed staff to include tiered landscaping in CFD studylanalysis. Public comment: a) Marcus Lo Duca, a Roseville Attorney representing Lincoln Developers and Property Owners, agreed with tiered levels of landscaping and stated there were two levels in b) Phil Rodriguez, representing Lewis Communities, a Lincoln developer, stated he also agreed with tiered landscaping and stated it would bei the same construction cost for the developer but would save the City money in long term maintenance. c) Susan Wechter, residing on Rockwell Lane, stated she was speaking on behalf of commenters from Facebook Live Stream she was filming of the meeting who wanted drought resistant, native plants included in the landscaping standards. 600 Sixth Strecr Lincoln, CA Wak"soalinahcan 916-434-2400 the Meadowlands project. Public comment: a) Marcus Lo Duca, a Roseville Attorney representing Lincoln Developers and Property Owners, asked for clarification whether the CFD numbers included aerterials and Ray Leftwich, City Engineer, confirmed they were included. Request #6: Deferring Capital Replacement Projects: Council supports deferring asphalt overlay and storm water facilities when requested by developer and instructed staff to include in CFD studylanalysis. Public comment - None Request #7: Escalator: Council requested additional information and staff will develop summary of sister communities (Roseville, Rocklin and County) CFD's and their escalators, evaluate Lincoln Lighting and Landscaping cost factors to better understand true annual escalation and discuss this info with the CFD working group in a meeting to be held no later than March 20, 2018. Public comment: a) Phil Rodriguez, representing Lewis Communities, a Lincoln developer, stated the Bay Area Consumer Price Index (CPI) is not reflective of this area and the City of Roseville uses a 4% fixed escalator and suggested City Council use only the CPI b) Marcus Lo Duca, a Roseville. Attorney representing Lincoln Developers and Property Owners, agreed that the San Francisco CPI is over inflated and suggested at fixed c) Jamie Gomes, the City's consultant from Economic Planning Systems, stated other jurisdictions use an escalator that is CPI or ceiling of 4%, whatever is lesser. and not an escalator. rate as it provides certainty for the developers. Ed Espinoza, City's CFD consultant from Francisco & Associates, detailed next steps and a brief Council discussion ensued regarding prevailing wage and Council consensus was to have the CFD Mayor Nader opened the discussion to the public at 7:38PM with the following comment: come back to the March 27 Council meeting. a) Connie Scheiber, residing on Moore Road, asked if each General Plan Village would have its own CFD and what the vote was based on - assessor parcel number or acreage and how the property owners would receive notices. Ray Leftwich, City Engineer, stated it was unlikely that development of the entire Village 5 would occur all at once, village that the Scheibers reside in. Councilman Joiner stated if the Scheibers continue to farm their land it wouldn't be subject to the CFD until development occurred. 5.ADJOURNMENT = Mayor Nader adjourned the meeting at 7:48PM.
