Kelly' Velasco raised the issue people flying drones or riding motorized vehicles in the parks (highlighted- -I Nathan Dubin, Coyote Pond and Foskett Regional Park) are damaging the landscaping. Staffi is working on additional signage to try to get thes situation under control Roger Ueltzen asked if reclaimed water was being used at Foskett Regional Park. The bottom line after at thorough explanation by staff was that reclaimed wateri is ready to goa at Foskett andi is just waiting for a change to an existing ordinance to turni it on. and will provide an update ati the March P&R Committee meeting. 9. CITY OF LINCOLN Facility Fee Waiver Policy February 2018 GENERAL This policy establishes parameters for waiving or reducing facility use fees based on community benefit and urgency of the request. PURPOSE The City is regularly approached to waive or reduce facility use fees. This policy is designed to provide an equitable means for renters/event sponsors to apply for fee waivers or reductions. RESPONSIBILITY Fee reductions, waivers, and special considerations are determined by the City Manager or Designee who shall ensure that City staff follows the procedures set forth in this policy. The granting of waivers is dependent upon budget and operating impacts and will vary annually. POLICY GUIDELINES Ind determining a fee waiver, a fee may be waived, reduced, or special considerations made if the event meets the following criterion: The event is to occur within 30 days or less of the request. The facility is available to allow for the rental. No paying renter will be dislocated or relocated. The sponsor of the event is based in Lincoln. The event provides a direct benefit to the Lincoln community. Iff for a funeral or memorial service, the deceased was a former elected official from the City or an active military member. The purpose oft this policy is to guide the use ofCity athletic fields, toj prevent injuries and damage to the playing surface brought upon byi inclement weather and/or unsafe playing conditions. An effective field maintenance program is essential for safe, quality fields and sport complexes. User groups are asked to help us by accepting and adhering to these rules. Groups who use the City athletic facilities are expected to assist inj protecting their participants and fields during periods ofrain or The City ofLincoln reserves the right to cancel or suspend field use permits when field conditions could result ini injury to players or cause damage to the fields. The program is operated with paid staff and assistance from student volunteers. The Kids Kampi is very popular and can include as many as 145 participants ranging from 51 to: 12 years of age. The successful administration oft the programs can be attributed to ai talented and committed staff. Staffing is limited making the importance of teamwork even more evident. The cost- effectiveness of Many oft the program activities occur on school campuses (including gymnasiums and classrooms) and these demonstrate the positive values in a joint working relationship.
