FLAG SALUTE led by Jerry Harner, City Treasurer. 4. LIGHTING & LANDSCAPING DISCUSSION 4.A.Lighting and Landscaping Assessment Districts.  3. PUBLIC COMMENT -none  Jennifer Hanson, Public Services Director, presented a staff report and revised powerpoint, made a part of these minutes by mention thereof. A lengthy Council discussion ensued regarding tracking costs associated with Lighting & Landscaping (L&L) Fund 270 by zones/areas, general and specific benefit costs, escalation costs, draconian cost cutting solutions to zone deficits, pro forma analysis on  zones and the annual engineer's reports. Brief comments were made as follows:  a) Jessica Booth, a Lincoln resident, questioned if any: zones had a surplus. Jennifer Hanson stated there were. zones with a surplus and those wouldn't be assessed an escalator in the b) Ed Espinosa of Francisco & Associates, the City's L&L consultant, described the necessary public relations work and timing in order to change any assessments as it required a vote c) Dennis Anderson of Francisco & Associates, the City's L&L consultant, stated the operating reserve must be capped at 50% and the capital reserve is limited to the amount needed.  next assessment.  with the majority of property owners in favor. Agency April 24,2018 Lighting & Landscaping Workshop  b) Councilman Joiner agreed but requested additional details in any cost cutting measures c) Mayor Pro Tem Hydrick echoed earlier statements and stated costs would be incurred in the public relations effort to cut costs and suggested a careful cost-benefit analysis be done. d) Councilman Karleskint asked if the costs associated with the recommendations were included in the budget that was to be discussed at the April 25, 2018 workshop and Staff stated further analysis was needed for most recommendations but that the second recommendation to include required money for general benefit and zone deficit costs were e) Mayor Nader stated he also supports the recommendations but the last one regarding cost cutting measures would be the most difficult and suggested the City do something similar to  when the final recommendations are made.  included ini the presentation.
