CITIZENS ADDRESSING COUNCIL a) Larry' Whitaker, al Lincoln resident, stated he was a member of the Lincoln Fiscal Sustainability Committee put together in 2011 in response to the economic downturn and stated the water issue b) Keith Diederich, CEO oft the Gathering Inn, thanked the City Council for their support and funding is another deficit that the City Council is currently facing. in the proposed Fiscal 2018/19 budget. COUNCIL INITIATED BUSINESS 8. Councilman Gilbert requested the Meyers-Nave Water Rate Investigation report be added to the next regular meeting agenda as an information item and received unanimous approval by the rest of City Councilman Karleskint requested the topic of the City combining resources with Placer County Water Agency also be added to a future agenda and received unanimous approval by the rest of City Council. Mayor Nader read Proclamation 2018-06 and Jake McKinley, 9.B. CAFR-Receive/Fie Audited Financial Statements for Fiscal Year ended June 30, 2017. Steve Ambrose, Support Services Director, introduced Justin Williams, of Mann, Urrutia, Nelson, CPA's & Associates and the City's Auditor, gave a powerpoint presentation. A brief Council discussion ensued regarding delays due to staffing. Mayor Nader opened and closed the public discussion with no comment Athletic Conference (GSAC) Champions. William Jessup University Baseball Coach, introduced the team. at7:00PM. 10. CONSENT Mayor Nader stated Item 10F,Temporary Storage of Tractor Trailers at the Lincoln Regional Airport, had been pulled from the agenda by staff and will not be acted upon. Mayor Nader asked Council and public if they would like to remove any items from the Consent Agenda for discussion and Item 10G, 2018 Independence Day Fireworks Show Expenditures, was removed. Motion to Approve the balance of the Consent Agenda moved by Councilman Gilbert and the motion was seconded by Councilman Karleskint. Mayor Nader opened the discussion a) Byron Chapman, a Lincoln resident, stated he was in support of this item but thought that the Motion to approve this item made by Councilman Gilbert and Councilman Joiner seconded. By the following Vote (Approved): Gilbert- Aye, Joiner - Aye, Hydrick - Aye, Karleskint - Aye and Nader- Aye, the following item: RESOLUTION 2018-86 authorizing the City tot fund a portion of the cost for the 2018 Independence Day Fireworks Show for a maximum amount of $16,253.37 (including $8,000 in staff costs) and authorize the City to enter into a contract with Pyro Spectaculars North, Inc. in the amount of Community could support this celebration if the fund raising began earlier. $19,000 to provide pyrotechnic services. 11. PUBLIC HEARINGS 11.A. Small Agricultural Animals on Residential Properties (1). Conduct a Public Hearing; (2).Find that the adoption of the proposed Ordinance is Categorically Exempt from the California Environmental Quality Act and (3). Introduce and waive full reading by substitution of title only, ORDINANCE 967B Amending City of Lincoln Municipal Code by adding Chapter 6.36 - Small Agricultural Animals. Steve Prosser, Planning Manager, gave a brief staff report. A Council discussion ensued regarding number of animals allowed, litter sizes, setbacks, lot sizes and code enforcement. Mayor Nader opened a) Lee Bastien, a Placer County 4H Leader, spoke ini favor of the ordinance and stated he had worked with rabbits and poultry for over twenty years informing Council about responsible breeding, litter sizes b) Connie Scheiber, residing on Moore Road, stated she was int favor of 4H but didn't think five animals was enough. She continued she lives in Village 5 and when annexed the Village 5 Ag Overlay would allow folks on her side of the street to have as many as 200 COWS while the other side would only c) Krystal Kerry, did not state her residence location, thanked the City Council and stated she is in support of the item and she breeds which is monitored by both 4H and FFA and if she had a large litter Mayor Nader closed the public hearing at 7:28PM and stated he had spoken to Jessica Armistead who was happy with the proposed ordinance. Councilman Hydrick stated he wanted to make sure the item is the right size for Lincoln sO he was not prepared to vote for this item and requested time to get feedback from the community. Bill Hartman, of Regis Homes and the applicant, stated they are in agreement with staff's into Three Parcels on APNs 329-130-001 and 329-130-005. recommendations and the reason for differing lot sizes was to vary the home elevations. Councilman Hydrick exited the room at 7:53PM and returned to the dais at 7:55PM. Mayor Nader opened and closed the public hearing at 7:57PM with no comments. Councilman Hydrick stated the State of California subsidizes everything and questioned when they would get what is going on in relation to Prop 218.
