PUBLIC COMMENT - none Matt Brower, City Manager, requested Item 4B, Fire Department Operations discussion, be heard first and received Council consensus to change the order ofi items. 4. STAFF REPORT staff report 4.B.Fire Department Operations discussion. Bill Hack, Fire Chief, gave a brief powerpoint presentation, made a part of these minutes by mention thereof, detailing how the fire department is staffed and performance metrics. A lengthy Council discussion ensued regarding the City's response to an April structure fire in Sun City Lincoln Hills, fire service models/costs, utilizing student interns, a new consolidated Countywide medical transport contract and possible utility tax measure. Mayor Nader opened the discussion to the public at 5:02PM a) Cliff Rowe, a Lincoln resident, stated his concern with staffing of only two at each fire station and agreed that the majority of the City's calls are medical related. He continued the City's five minute response time means that they arrive first on scene since the private ambulance company response allows fifteen minutes which makes it very profitable for the private company. Mr. Rowe suggested the City hire someone to do a study on service models and suggested the City use student interns in order to get more than 21 fire staff in each fire station. b) Dick Davis, a Lincoln resident, stated his concern with only two firemen at each station and stated a minimum of three at each station is needed. He continued the City is at risk ofa wrongful death suit which would cost more than staffing up the stations. Councilman Hydrick requested another module to discuss the opposing argument including economic consequences, solving the root of the problem and Mayor Nader introduced Josh Sybrowsky, Carbon Manufacturing, who gave a brief presentation and distributed a number of documents detailing affordable housing that his company could offer, made a part of these minutes by mention thereof. A brief Council discussion ensued regarding construction materials and compliance with building, fire and municipal codes with direction to Staff to work with Mr. Mayor Nader stated the discussion related to the City Owned Property at First Street and Fuller Lane and the Affordable Housing Committee would be discussed at the next Affordable Housing module and a) Veronica Blake, Placer Community Foundation Chief Executive Officer, stated there is a need for affordable housing and she was concerned with the statement in the staff report related to multiple developers being interested int the City's property. Ms. Blake concluded this would be a good thing and if the City donated the surplus land they would be able to offer affordable units. b) Juve Vela, a Lincoln resident, stated his concern that the Council didn't adhere to the published agenda and didn'tgive a reason to hear the fire item first. Mr. Vela requested the next Affordable Housing Module be scheduled at the beginning of the meeting because a number of cutting down on bureaucracy and received Council consensus.
