Live Incoln Incoln-Live Ive MINUTES CITY OF LINCOLN CITY COUNCIL & LINCOLN REDEVELOPMENT SUCCESSOR AGENCY SPECIAL MEETING MINUTES Council Work Session August 9, 2018 4:00PM - 6:00PM -First Floor Conference Room Mayor Nader called the meeting to order at 4:00PM. 1. ROLL CALL Councilmembers present: Peter Gilbert Paul Joiner Dan Karleskint Stan Nader Mayor Pro Tem: Mayor: Staff members present: Gabriel Hydrick (delayed, arrived at 4:06pm) Bob Adams, Interim City Manager Kristine Mollenkopf, City Attorney Steve. Ambrose, Support Services Director Mike Davis, Fire Division Chief Matt Alves, Police Sergeant Jennifer Hanson, Public Services Director Ray Leftwich, City Engineer Gwen Scanlon, City Clerk Various City employees, consultants and members of the public were also present. 2. FLAG SALUTE led by Kristine Mollenkopf, City Attorney 3. PUBLIC COMMENT- - none STAFF REPORT 4. 4.A. Water/Wastewater Contract or Shared Services Discussion. Councilman Karleskint began the discussion by stating he would like to establish a committee with two City Councilman and two Placer County Water Agency (PCWA) Board Members to discuss policy and optimizing both agency's resources. Mayor Nader stated he requested wastewater be included in the discussion because of a recent court decision that ruled contract employees may be considered City employees. Councilman Joiner questioned why Nevada Irrigation District (NID) wasn't included in the proposed committee and why this discussion could not occur at the current PCWA/City meetings. Councilman Karleskint stated a lot of staff attended the current meetings and he was interested in seeing an executive level discussion on policy. A lengthy Council discussion ensued regarding the scope and make-up of the proposed committee. Mayor Nader opened the discussion to Staff and Jennifer Hanson, Public Services Director, asked if Council was interested in selling off the water and wastewater enterprises to the associated regional agencies as this discussion was generating concern amongst the City employees. Bob Adams, Interim City Manager, and Ms. Hanson also stated there are a number of complex issues surrounding these enterprises which Council should be aware of before conducting any new committee discussions. Mayor Nader opened the discussion to the public at 4:31PM with the following comments: a) Lena Labosky, al Lincoln resident, was concerned that the environmental impact reports stated the City would be providing water and wastewater services and if these enterprises were sold what effect would that have; could it open up the City to lawsuits. b) Albert Scheiber, residing on Moore Road, reiterated his concerns from previous Council meetings about lack of Police and Fire Staff to support Village 5 and stated the Developer would be paying the Sheriff to patrol because of this. Mayor Nader asked Mr. Scheiber to keep on subject of water or wastewater. Councilman Joiner stated he was fine with having discussion but any discussion related to selling the enterprises would need to be done by the entire Council. Mayor Nader asked if there was Council consensus to create a new committee with Councilmen Karleskint and Joiner as members. Councilman Joiner then suggested this discussion be an additional charge oft the existing PCWA/City Committee rather than creating a new committee and received unanimous consensus - no new committee will be formed. 4.B. Public Safety Quarterly Report. Mike Davis, Fire Division Chief, gave a brief staff report and powerpoint presentation. Councilman Joiner questioned if the City had a Fire Station 36. Mike Davis responded it was the AirporvCorporation Yard Area and not really a station but rather a zone sO that when a truck is in this zone iti isn't selected for dispatch because of the distance. Mayor Nader opened the a) Holly Woods-Andreatta, a Lincoln resident, asked how many City Fire Staff were fighting the wildfires in California. Mike Davis responded one on the Carr Fire and three on the Ferguson Fire. A brief discussion ensued regarding mutual aid, rotation ofi fire staff on Matt Alves, Police Sergeant, gave brief staff report and powerpoint presentation. Councilman Gilbert asked whether the Police Department was fully staffed. Matt Alves responded there is currently one position open and interviews would be conducted on August 16, 2018 for this position and three officers are currently in training which should be complete by the end oft the month. Al brief discussion ensued regarding K-9 officers and possibility ofj joint-training with the City of Rocklin, Lincoln Police Volunteers and dedication of Lincoln Police Staff. discussion to the public at 4:44PM with the following comment: wildfires and food preparation while fighting wildfires. 4.C. Animal Control Agreement with Placer County. Matt Alves, Police Sergeant, gave brief staff report detailing increase in Animal Control costs and research done to date on alternatives. Abrief Council discussion ensued regarding possible alternatives, deferred costs should the City opt out of the County agreement, shelter versus enforcement and disposal of large animal contracts with ranchers or veterinarians. Mayor Nader opened and closed the discussion to the public at 5:20PM with no comment. Councilman Gilbert motioned approval oft the item and Councilman Joiner seconded the motion. By the following Vote (Approved): Gilbert- Aye, Joiner - Aye, Hydrick - Aye, Karleskint - Aye and Nader - Aye, the following item: RESOLUTION 2018-179 authorizing the City Manager to initiate at three year contract with the County of Placer for an amount not to exceed $656,019, billed quarterly, for animal control and enforcement services and to execute an amendment to the FY 16/18 Animal Control services agreement, extending the agreement 30 days, with an additional cost of $12,7041 from Police Department Professional Services Fund 100. 6.
