A brief Council discussion ensued regarding cost of firearm permits not covering the cost to administer the program, low permit fee was to gain compliance not recover City costs, whether bb guns should be included ini the ordinance and whether the ordinance would be applicable to all future annexations. Mayor Nader opened the public hearing at 6:39PM a) Albert Scheiber, a Placer County resident residing on Moore Road, stated he was in opposition to the Village 5 development and this is the reason why. He continued he and other Village 5 property owners were assured that nothing would change because of the Village 5 agriculture overlay. Mr, Scheiber stated this permit is an example of one change and he would no longer be allowed to euthanize sick animals without a permit and giving the City notice that they would be shooting. Mayor Nader closed the public hearing at 6:42PM with no further comments. Kristine Mollenkopf, City Attorney, stated in respect to euthanasia the notice to the City should be to the greatest extent possible.
