METROPOLITAN TRANSPORTATION PLAN/SUSTAINABLE COMMUNITIES STRATEGY (MTP/SCS) PRESENTATION Mayor Nader introduced Mike Luken, Executive Director of Placer County Transportation Planning Agency (PCTPA), and James Corless, Executive Director of Sacramento Area Council of Governments (SACOG). Mr. Luken and Mr. Corless gave a brief powerpoint presentation, made a part of these minutes by mention thereof, with assistance from Clint Holtzen (SACOG Planning Manager) and Kirk Trost (SACOG General Counsel). The group detailed Placer County's Regional Transportation Plan (RTP) and SACOG'S Metropolitan Transportation Plan/Sustainable Communities Strategy (MTP/SCS) update and the state mandated greenhouse gas reduction of 19% by the year 2020. A lengthy Council discussion ensued regarding the following topics: importance of including City of Lincoln's Village 5 ini the current update in order to secure state and federal funding for Highway 65 (65) interchange; variables assumed ini the MTP/SCS; possible greenhouse gas credits because oft the City of Lincoln's Neighborhood Electric Vehicle (NEV) plan; compressed natural gas; including duration of trips rather than just vehicle miles travelled; commercial pockets reducing traffic on 65; no cap on growth because of local land use authority; Lincoln's dependence on vehicles rather than light rail or other urban commuting methods creating the need for job centers inside Lincoln; whether the MTP/SCS would require Lincoln to update their general plan; the MTP/SCS can be updated between cycles should a transportation investment occur; and all City of Lincoln projects are demonstrating greenhouse gas compliance or significant unavoidable impacts are day lighted inr mitigation monitoring plans. Life Lincoln Live Life Lincoln Page: 2of2 City Council and Lincoln Redevelopment Successor Agency Meeting Minutes Special Meeting October 24, 2018 a) Pat Pinkham, a Lincoln resident, asked how out of area traffic on interstate highways, mainly trucks, was accounted for. Mr. Trost stated the MTP/SCS includes passenger and light vehicles and freight trucks aren't included and briefly described the State does the modeling for differentiating b) Gerald Harner, City Treasurer, questioned if Sierra Pacific Industries (SPI) large amount of trucks impacted the plan. Mr. Trost stated the employees of SPI would be included but not trucks. Mr. Trost also stated there was no precedent set for any programs such as the City's NEV getting gas emissions from different types of vehicles. special credit and a brief discussion ensued regarding credits. Matt Wheeler, Community Development Director, and Steve Prosser, Planning Manager, stated they were concerned if a project developed that was not included in the MTP/SCS and the City was not in compliance that the City would be required to update their general plan and could potentially lose transportation funding. Mr. Trost explained the project could be included ini the next cycle of MTP/SCS update and how c)Jeff Short, representing the Building Industry Association (BIA), stated his concern that if Village 5 was not included there may be legal challenges and the City may not qualify for federal funding for 65. Mr. Short stated the BIA doesn't want to be put ini the position of choosing one project over another but stated because of the timeline of Village 5 this project should be included. AI brief discussion ensued regarding Village 5 being included ini the PCTPA RTP in order to qualify for federal funding, amending the MTP/SCS if Village 5 moves forward, projects on the budget and the balancing act that SACOG is doing trying to capture all projects that may move forward and filtering out all Councilman Joiner announced a meeting in Auburn on October 25, 2018 to discuss the Prosperity Plan and another meeting on November 14, 2018 at PCTPA to discuss the RTP and MTP/SCS. that process could be accomplished. of the other eligible projects from all of the regional agencies' general plans. 3.
