ROLL CALL Councimembers present: Peter Gilbert Paul Joiner Dan Karleskint Stan Nader Mayor: Councilmembers absent: Gabriel Hydrick Staff members present: Bob Adams, Interim City Manager Kristine Mollenkopf, City Attorney Jennifer Hanson, Public Services Director Ray Leftwich, City Engineer Gwen Scanlon, City Clerk Matt Wheeler, Community Development Director Various City employees, consultants and members of the public were also present. 2. FLAG SALUTE led by Bill Hack, Fire Chief. REPORT FROM CLOSED SESSION - Mayor Nader read a brief statement in to the record, made a part of these minutes by mention thereof. PUBLIC COMMENT- - none STAFF REPORT 3. 4. 4.A. Public Safety Quarterly Report. Doug Lee, Police Chief, gave a brief staff report and a brief Council discussion ensued regarding staff vacancies, 911 calls and false calls. Bill Hack, Fire Chief, explained there was a hiccup in their software SO he did not have a quarterly report to present. A brief Council discussion ensued regarding overtime and whether there was a need to hire additional fire personnel. Council consensus was that Chief Hack send out the report when he had the data available rather than 4.B. Solar Array Vendor Selection for the Wastewater Treatment and Reclamation Facility. Jennifer Hanson, Public Services Director, and Niko Kalinic, Program Manager of ARC Alternatives, gave a brief staff report and powerpoint presentation made a part of these minutes by mention thereof. A lengthy Council discussion ensued regarding review of proposals received, fixed tilt versus tracker system, Power Purchase Agreement (PPA) versus outright purchase, clean renewable energy benefit no longer being available and financing options, lifetime of the system and possible disposal options, location and cost associated with possible dirt removal and geotechnical data available before proposal or after. Councilmen Karleskint, Gilbert and Joiner were int favor of staff's recommendation of proceeding with negotiations of a PPA contract with SunPower. Jennifer Hanson stated if there was a fatal flaw with the SunPower proposal then staff would move on to second vendor but she is confident with information included in the Request for Proposals and stated the contract would come back for 4.C. Water Connection Charges Discussion - Following a presentation and discussion of water connection charges for residential and commercial connections, staff is requesting that City Council provide general direction for conducting a Nexus study and amending the Municipal Code for water Ray Leftwich, City Engineer, gave a brief staff report and powerpoint presentation stating current source water capacity charges are more than what is required to serve the City's peak day demand and suggested the City mirror the residential lot size categories of the Placer County Water Agency (PCWA) fee schedule, with the consumption data oft the City of Lincoln. Mr. Leftwich suggested a nexus study be done and while the nexus study is being undertaken, staff recommends that the City Council direct staff to prepare a temporary ordinance to charge residential source water connections based on the City study of actual consumption data and charged based on gallons per day (gpd) per the amounts identified ini the City's review of actual meter consumption data per lot size; and that commercial source water connection be based on the engineering study of gpd of peak day A brief Council discussion ensued regarding a water connection charged based on equivalent dwelling units (EDU), moving away from meter size as the determining factor of a commercial water connection charge, the PCWA Phase 3 agreement not showing up in current budget because it was ar rollover project, deferring the Ophir Agreement until the City and other PCWA customers need it and why it had taken sO long to bring the change to Council's attention. Mayor Nader opened the a) Chip Close, Nevada Irrigation District (NID) Water Operations Manager, stated he and Rem Scherzinger, NID General Manager, were at the meeting to offer their support and agreed the City's water supply options warranted review.
