ROLL CALL: Councilmembers present: Dan Karleskint Peter Gilbert Alyssa Silhi Holly Andreatta Councilmembers absent: Paul Joiner, Mayor Staff members present: Jennifer Hanson, Interim City Manager Kristine Mollenkopf, City Attorney Ray Leftwich, City Engineer Matt Alves, Acting Police Chief William Hack, Fire Chief Dia Gix, Deputy City Clerk Various City employees, consultants and members of the public were also present. Chris Tyler led the Pledge of Allegiance. Citizens Addressing the Council: None 4A Public Safety Quarterly Report Acting Chief Alves provided the report and Powerpoint presentation. General discussion ensued. An audience member inquired about levels of dispatch staffing, revenue the City of Lincoln receives from speeding citations and if any particular make/model of car is most frequently stolen. Mr. Alves responded that dispatch is currently understaffed and can easily be overwhelmed by an incident. Current staff level is 6 but one is leaving soon and one is still in training. When asked, he stated that his ideal level of fully trained dispatchers would be 8. He also stated that the City only receives somewhere between $20-$30 for speeding citations with the greater portion going to the State and County. Also that in Lincoln there was no particular make/model of vehicle that is most frequently targeted by car theft. Council follow up items include: what percentage of current misdemeanor statistics would have been reported as felonies prior to the passage of Proposition 47, what ratio of 911 calls are sent to Law Enforcement VS. Fire. Council requested if possible that future reports reflect performance per sworn officer data, best guess on upcoming retirement dates of sworn officers and discussion of forward hiring, and to show comparative stats to like or local jurisdictions. 600 Sixth Strect * Lincoln. Following general discussion consensus was to move forward with Chief Hack's recommended of Option 2: Enhanced Education and Phased Enforcement - Update all applicable codes and ordinances to address areas of concern: specifically, open space and developed parcels. Increase education on the fire fuel reduction and the development of defensible space" to all affected properties. Phase in Enforcement over a multi-year period, focusing on High Hazard Areas first. 4C Fire Management Options Overview Interim City Manager Jennifer Hanson introduced the item explaining that the Shared Fire Services Agreement with the City of Rocklin was terminating creating a need to adopt a new Fire Management model. Chief Hack provided an overview of five proposed models for Council consideration and direction. Two audience members expressed concern that a committee should be formed to fully review the options prior to final Council action. Hanson and Hack explained that timing and budgetary constraints would not allow for such a committee to be formed within the timeline required. Following general discussion Council consensus was direction for Staff to move forward with development of the recommended Option 5 which provides that the current Police Chief will serve over both the Fire Department and the Police Department, one of the current Division Chiefs will manage the day-to-day activities oft the Fire Department, the City would contract with the City of Rocklin for the services of three Battalion Chiefs and the internship program will be implemented during the next fiscal year. 4D East Joiner Parkway Widening City Engineer Ray Leftwich and Associate Engineer Roland Neufeld provided a report and presentation of the general design for future widening and traffic calming measures on East Joiner Parkway. Following general discussion Council consensus was for Staff to move forward with the design phase of the project. Meeting adjourned at 6:00PM.
