CALL TO ORDER by Mayor Joiner at 6:06PM. 2. REPORT FROM CLOSED SESSION - Mayor Joiner stated the closed session meeting was continued to  immediately following this meeting.  4. PLEDGE OF ALLEGIANCE led by Dennis Olsen, Lincoln resident.  5. INVOCATION by Pastor Gresford Thomas, Amazing Grace Seventh Day Adventist Church.  6. AGENDA REVIEW MODIFICATION-none. 7. CITIZENS ADDRESSING COUNCIL  a) Byron Chapman, a Lincoln resident, stated his concern with comments made at the previous meeting in regards to speaker cards and asked for clarification for completing cards under the Brown Act. b) Ray Perez, a Lincoln resident, stated his concern with traffic and speeding on Ferrari Ranch Road  near the elementary school.  A brief discussion ensued regarding speaker cards and traffic.  8. COUNCIL INITIATED BUSINESS  Councilmember Karleskint stated he had asked for tracking of the Joint Legislative Audit Committee (JLAC) costs at the May 22, 2018 meeting and had received Council's concurrence. CONSENT  Mayor Joiner stated he was pulling Item 10C and asked if any other members of the public would like to pull anything, hearing none he called for a motion. January 17, 18,21,28, 29 and February 1, 2019. 10.D.Adopt RESOLUTION 2019-025 adding additional positions and designating primary and secondary approval 10.E.Adopt RESOLUTION 2019-028 authorizing the City Manager to approve Task Order Amendment No.2 in the amount of $25,000 with Coastland Engineering for updates toi the City of Lincoln Public Facilities Improvement Standards for at total work order amount not to exceed $74,915. Approval of Task Order Amendment No.2 in the amount of $25,000 has no financial impact on the City, as funding for this work is included within the adopted Engineering Department Operating Budget for FY 2018/19 in the following: Fund 223 (Streets); 10.F.Adopt RESOLUTION 2019-029 accepting the. Joiner Parkway - Twelve Bridges Drive Pavement Rehabilitation Project as complete and authorize the City Clerk to file the Notice of Completion with the Placer County Recorder. Total cost of project construction and construction management is $1,132,958 from Fund 298 10.G. Adopt RESOLUTION 2019-030 authorizing the City Manager to approve the auction of vehicles 054, 159, 197, 699 and the wrecked utility body from truck 656. Proceeds received from the sales willl be returned to the original funds as follows: 054 1992 Ford- Fund 610; 159: 2001 Chevy- Fund 248; 197: 2007 F-150 Fund 248; 699 Bitelli Grinder- Fund 223; Damaged body - Fund 223. No negative fiscal impact is anticipated, since the vehicles 10.H.Adopt RESOLUTION 2019-031: (1) Finding the Twelve Bridges Village 2A Final Subdivision Map consistent with the Tentative Map and any approved alterations; (2). Authorizing the City Manager to sign the Subdivision Improvement. Agreement; (3) Authorizing the City Clerk to sign the Clerk's Statement accepting the Final Subdivision Map on behalf of the public subject to improvement; and (4) Authorizing the City Clerk to proceed with Recordation of the Subdivision Improvement Agreement and Final Subdivision Map. 10.1. Adopt RESOLUTION 2019-033 approving the Final California Environmental Quality Act (CEQA) Initial Study with Mitigated Negative Declaration (IS/MND) document, for the Routine Maintenance Agreement of Creeks and Drainages within the City, for ongoing compliance with the California Department of Fish and' Wildlife and the  US Army Corp of Engineers.  ITEMS PULLED FROM THE CONSENT AGENDA: Item 10C, Committee Appointments.  Mayor Joiner stated he was in favor oft the majority oft the appointments but requested the Park & Recreation Committee appointments be separated out for further deliberation. Jennifer Hanson, Interim City Manager/Acting Support Services Director, gave a staff report. Mayor Joiner questioned the language in sections 4.1.1. Kristine Mollenkopf, City Attorney, suggested the following 4.1.1. The City Council shall approve review andi if in the best interest of the City approve, all grant Mayor Joiner opened the discussion tot the public at 6:44PM with no comments. A brief discussion ensued regarding staff daylighting issues via the Fiscal & Investment Oversight Committee, Work Session or Regular City Council meetings toi increase transparency. Mayor Joiner opened  Councilmember Silhi questioned the language in sections 4.1.1 and 4.2.1.
