Following a short presentation, staff is requesting that City Council provide feedback on allowing the U.S. Fish & Wildlife Service to conduct a project that would improve fish Roland Neufeld, Associate Engineer, gave a brief staff report and powerpoint presentation. An email in favor of the project from A. Marc Commandatore, Department of Water Resources, was distributed to City Council, made a part of these minutes by mention thereof. A lengthy City Council discussion ensued regarding: the cost to the City for the project; cost was included in the operations budget; no bridge changes to McBean Park Bridge; velocity of the stream; no long term effects on the floodplain; low maintenance costs related mainly to fallen trees and stabilization plantings; McBean Park Phase 2 trails no longer viable; and no impact to the Ferrari Ranch Road setbacks. Mayor Joiner opened the discussion to the public at 4:25PM with the following comments: habitat in Auburn Ravine south of McBean Park Drive. a) Gary Flanagan, Western Placer Streams Institute member, stated he was ini favor of the project because it would solve the mosquito and draining problems in the summer, would improve safety for peace officers that have to go into homeless habitat and water would flow in rather than out solving nature's problems which is the best solution for the cost. b) Jim Haufler, Friends of Auburn Ravine member, stated he is also in favor of the project. Mayor Joiner polled the Council and received unanimous approval to move forward with the project 4.B. Allow for a presentation on the history of the Wastewater PFE and discussion on best practices for moving forward with this and other elements of the Public Facilities Element and bring it back to City Council for approval. A lengthy Council discussion ensued regarding tracking of PFE credits, how PFE credits should be accounted for, lack of proper management of the PFE program, the problem was kicked down the road, problems originated in Development Agreements going back to the late nineties, proceeds from sale of the Old Wastewater Treatment Plant being a fifth of what was expected, re-negotiation of the Construction Operation Joiner Powers Agreement (COJA) with Placer County, basing fee credits on actual costs and not pooling them, expansion of the Wastewater Treatment Facility (WWTRF) and possible financing options and better accountability with the production of the mitigation fee report that is required every five years which has never been done. Mayor Joiner opened the discussion to the public at 5:20PM with the following comments: a) Jim Haufler, Friends of Auburn Ravine member, asked if the City was selling reclaimed water. Mayor Joiner asked about the letter of support for Senator Nielsen's budget proposal to provide funding for the creation of a North State Regional Training and Emergency Operations Facility. Councimember Silhi stated she had reached out to the City's regional partners and will re-write the Councimember Andreatta requested two items be added to a future Council meeting: re-using the large greenhouses located out at the WWWTRF and updating the City's ordinance sO that head or vape shops not be allowed in the downtown area. Kristine Mollenkopf, City Attorney, stated an overlay for the downtown area would need to go through Design Review but Staff could bring it back ifCouncil was interested. Council consensus was to bring back this issue when Staff was ready. Councimember Gilbert reported the Placer Mosquito and Vector Control District was working with proposed letter as it overstates the need for Lincoln. Since 2016 the RSP has been involved in scientific and engineering assessments of native fish migration on Auburn Ravine. The RSP sees great value in projects that eliminate migration barriers to native fish and connect the floodplain to the ravine and are consistent with the Central Valley Flood Protection Plan. The RSP sees the US Fish and Wildlife's restoration proposal before City Council on March 5, 2019 Therefore, the California Department of Water Resources' Riverine Stewardship Program supports the US Fish and Widlifesrestoration proposal to reconnect the floodplain at McBean Parkway below Highway 193. This project will allow water to connect to the seasonal floodplain during high water events and for the water to recede back into the ravine without blocking fish migration. This allows fish to enter this area to take advantage of feeding opportunities and provides a way for the fish to safely return to the ravine to complete their migration to the Pacific Ocean. Finally, the project provides a unique opportunity for the citizens of Lincoln to see firsthand the value that of Integrated Regional Water Management, Chief Riverine Ecosystem Section Highway 193 Dear Councilmembers: providing such multi-benefits.
