A lengthy discussion ensued with City Council consensus to keep 9A where it is and move Item 10 to its previous spot on the agenda after Presentations and also after General Business in case anyone arrived late. Mayor Joiner also asked and received Council consensus to pull Item 6A because it isn't a presentation but rather support of al legislative action sO it will be on a future agenda. 6. AI brief City Council discussion ensued regarding City Council approval prior to making any template changes, public's response to moving public comment to later in the meeting and challenges to having an Invocation on the agenda. Kristine Mollenkopf, City Attorney, addressed the Council comments and stated she had received a complaint regarding the William Jessup University (Jessup) banners at the McBean Park Stadium. Mayor Joiner opened the public hearing at 6:38PM a) Mary Nader, a Lincoln resident, stated her concern that the invocation remain and have it just prior to b) Mark Andreatta, a Lincoln resident, stated he was in favor of keeping the Invocation and asked if Jennifer Hanson, City Manager, stated the Jessup license agreement covers using the field similar to the Lincoln Potters. A lengthy City Council discussion ensued regarding having thirty minutes of public comment at the beginning of meeting with the remaining comments after meeting business has been completed and various other options as well as changing the title to 'Public Comment on Non-Agenda Items'.
