FLAG SALUTE led by Mayor Paul Joiner. STAFF REPORT 3.A. Proposed personnel changes for Fiscal Year 2019/20. Jennifer Hanson, City Manager, gave a brief staff report and powerpoint presentation. Abrief City Council discussion ensued regarding: cost of proposed changes; the similarity of new organization chart to organization charts the City had in the past; whether there was any pushback from Staff; how long the proposed changes are anticipated to last; and whether the rotating acting chief would cause any problems with California Public Employees' Retirement System (CalPERS). Mayor Joiner opened and closed the discussion toi the public at 4:37PM with no comment and there was unanimous City Council consensus to bring this item back to a future Council meeting for action. 3.B. Financial Actions: Airport and Solid Waste Jennifer Hanson, City Manager, gave a brief staff report and powerpoint presentation on a proposed transfer from the solid waste fund to the general fund related to the franchise hauler fees. A brief City Council discussion ensued regarding: why the franchise hauler fees were applied to the solid waste fund rather than the general fund; whether the mistake had an impact on the solid waste ratepayers; and bringing the item back for City Council with an in-depth legal analysis.
