ROLL CALL Councilmembers present: Holly Andreatta Peter Gilbert Dan Karleskint Alyssa Silhi Paul Joiner Mayor: Roll Call: 5 members present, 0 members absent, 0 members excused. Staff members present: Jennifer Hanson, City Manager Kristine Mollenkopf, City Attorney Doug Lee, Police Chief Ray Leftwich, City Engineer/Acting Public Works Director Susan May, Finance Director Steve Prosser, Community Development Director Sara Roush, Accounting Manager Gwen Scanlon, City Clerk Various City employees, consultants and members of the public were also present. 2. 3. 4. FLAG SALUTE led by Mayor Paul Joiner. PUBLIC COMMENT ON NON-AGENDA ITEMS - none. STAFF REPORT 4.A. City Council consideration whether the 4th of July Committee has met the conditions required by its special event permit application as directed by City Council on June 11, 2019. Kristine Mollenkopf, City Attorney, gave a brief staff report. A lengthy City Council discussion ensued regarding: Lincoln Christian Life Center, the event Sponsor, signing an indemnification agreement; additional insurance requirements; the impact Roseville and other jurisdiction's fireworks would have on the Lincoln event; traffic control; volunteers during peak attendance time after 8PM; safety plan and Councilmember Andreatta stated Pastor Bill Rath, Lincoln Christian Life Center (LCLC), needs the Church's Board to review in order to sign the requested indemnification agreement and she wasn't sure there would be time for that. Pastor Rath asked some questions about the indemnification agreement and stated he couldn't put his Church at risk by signing the agreement. Pastor Rath stated he would step out oft the meeting to try and clarify with the Church's insurance agent what the insurance covered. Ms. Mollenkopf stated BATS, the company doing the flagging for traffic control, would most likely have insurance covering the streets and suggested Anthony Bersamin, 4th of July Additional City Council discussion ensued regarding: the Committee having fund raising and requested security items complete by February/March in future; the Committee getting its own non-profit status; and having ai future workshop discussion regarding a standard policy for large events. Mayor Joiner opened and closed the discussion to the public at 4:47PM with no comments and asked and received Council consensus to move forward with the event. Ms. Mollenkopf stated there was no need for a motion as the Council had approved at the special event permit at the June 11, 2019 meeting and the only outstanding conditions to verify are the additional insurance from BATS and clarification ofL LCLC's emergency access/mutual aid. Update to City Council regarding the implementation of the Joint Legislative Audit Committee Jennifer Hanson, City Manager, gave a brief staff report and powerpoint, made a part oft these minutes by mention thereof. Councilmember Gilbert asked that the updated staff report and powerpoint be placed on the website. Jerry Harner, City Treasurer, asked when the five rate studies currently underway would be completed and Ms. Hanson stated by August 31, 2019. Councimember Andreatta exited the room at 5:15PM and returned at 5:17PM. AB brief City Council discussion ensued regarding tracking of Public Facility Element (PFE)credits. Mayor Joiner opened and closed the discussion to the public at 5:27PM with no comments. 4.C. City Council to provide feedback and direction to staff regarding the status of the Fiscal Year 2017/18 Financial Audit. Sara Roush, Accounting Manager, gave a brief staff report. Councilmember Andreatta exited the room at 5:38PM and returned at 5:40PM. AI brief City Council discussion ensued regarding: whether existing finance policies are included in job descriptions; an upcoming joint City Counci/Fiscal Investment Oversight Committee (FIOC) training; and due dates included in the report are self-imposed due dates. Mayor Joiner opened the discussion a) Michael Garabedian, a Lincoln resident, stated he had trouble accessing the April 19, 2019. Al brief City Council discussion ensued regarding transferring Other Post Employment Benefits (OPEB) to the dedicated trust and not having access to those funds once transfer was complete; amount and need of catastrophic reserve; increasing public safety staffing being a higher priority than reserve amounts; the Economic Reserve being based on income rather than expenditures; and volatility of sales tax versus property tax. Mayor Joiner opened the discussion a) Michael Garabedian, a Lincoln resident, asked what the California Public Employees' Retirement System (CalPERS) unfunded liability number was for Lincoln. Ms. Hanson stated she did not have the number but will bring it forward at a future City Council meeting. Mayor Joiner stated he thought it was in Councimember Karleskint suggested the FIOC provide input on the new reserve policy and Ms. Hanson to the public at 6:46PM. the $70-$80 million range. agreed. 5. 6.
