After the motion Byron Chapman, Lincoln resident, stated he would like Item 8E to be pulled for discussion as well. Councilmember Gilbert motioned to withdraw the previous motion to approve the balance of the consent agenda and the motion was seconded by Councilmember Silhi. Community Center American with Disability Act (ADA) Improvement Project Notice of Ray Leftwich, City Engineer/Public Works Director, gave a brief staff report. Mayor Joiner opened the Completion. discussion to the public with the following comment: a) Byron Chapman, a Lincoln resident, stated he had requested this item be pulled because he didn'tf feel the project was complete because there are three main outstanding items: the police department phone number isn't included on the parking signs, the pipes under the restroom are exposed and there aren't any Mr. Leftwich explained the notice of completion is specific to the work done by FBD Vanguard Construction, Inc. not the work specified in the ADA Transition Plan. Councilmember Gilbert motioned approval of resolution associated with this item and the motion was seconded by Councilmember Silhi. Al brief City Council discussion ensued regarding grant funding, hiring of student resource officer from current staff and back-filling that position. Mayor Joiner opened the public hearing at 7:11PM with the following comments: a) A gentleman who did not provide his name asked how close this project was to Carlin C. Coppin School and the radon gas in that area as retired teachers from that school seem to die after a few years from Mayor Joiner closed the public hearing at 7:12PM and Steve Prosser, Community Development Director, stated the area surrounding the school is mainly residential and the City had not received any notifications of radon gas in the area. Councimember Karleskint motioned approval of resolution associated with this item and the motion was seconded by Councimember Gilbert. Al brief City Council discussion ensued regarding: violations occurring on City facility in order to issue a citation; the ordinance allows Facility Staff to view and report the offense not just Police Staff; the ability to appeal; and that the ordinance may also impact homeless and underage smoking. Mayor Joiner opened the public hearing at 7:20PM with the following comments: a) Richard Moore, a Lincoln resident and member of the Park & Recreation Committee (Committee), stated the Committee fully endorsed the proposed ordinance and added that it gives additional tools to the b) Lena Labosky, a Lincoln resident, stated her concern that the previous ordinance was too narrow and this ordinance is too broad. Ms. Labosky stated the City currently employs approximately 200 and it would be a huge undertaking to train all and suggested the ability to issue a citation be limited to supervisors or Mayor Joiner closed the public hearing at 7:23PM and a brief discussion ensued regarding training and that the ordinance would allow many concerns to be addressed administratively. COUNCIL INITIATED BUSINESS Councimember Andreatta requested consensus to bring an ordinance addressing smoke shops to City Council. Kristine Mollenkopf, City Attorney, stated she had already prepared a staff report and just needed to figure out a workshop date to bring back. Mayor Joiner polled the City Council and received consensus to Councimember Silhi requested an ordinance similar to a recent San Francisco ordinance addressing e- cigarettes/vaping be brought back. AL brief discussion ensued regarding items on the work session schedule and a City Council retreat to set priorities. Council consensus was to bring back to a future meeting but Councimember Gilbert requested a report out on the AV Upgrade project and consensus was to include in bring the item back to a future work session meeting. wasn't a high priority. the Inside Lincoln. 12.
