PUBLIC COMMENT ON NON-AGENDA ITEMS  a) Rich Martinez, Lincoln Veterans Memorial Coalition President, gave a brief update on fund raising efforts to date and proposed memorial and distributed a packet of information, made a part of these minutes by mention thereof. Mr. Martinez requested the memorial project be added to the next City Council agenda. Jennifer Hanson, City Manager, stated the project would be a long-term use sO it would require City Council  approval and she would follow up with Mr. Martinez.  8. CONSENT  Mayor Joiner stated he had received requests from Councimembers to pull Items 8L and 80 for discussion. Mayor Joiner asked if any members of the public wanted to pull any items, hearing none he called for a motion. Councimember Silhi stated she had requested this item be pulled to highlight the project to the public. Tina McCauslin, Evergreen Communities and developer representative, stated they had notified nearby residents in writing and hadntreceived any comments. Mr. Nader stated his other concern was compliance with the State Mayor Joiner closed the public comment period at 6:28PM with no further comments. Jennifer Hanson, City Manager, stated she shared Mr. Nader's concern which is why she proposed the City Treasurer's Report be moved to section 2.1 of the policy. Councimember Andreatta motioned approval of resolution associated with this item and the motion was seconded by Councimember Silhi. Councilmember Andreatta asked when the nexus fee study would be complete and Ms. Hanson replied the study would be discussed at the August work session meeting. Councimember Karleskint clarified that the report's reference to statute was not Prop 218. Kristine Mollenkopf, City Attorney, stated the applicable statute is the Mitigation Fee Act and asked for and received City Council consensus to make that change. Mayor Joiner opened and closed the public discussion period at 6:48PM with no comments. Receive information regarding rate increase being proposed by Pioneer Community Energy and if needed provide any required direction to the City's representative on Pioneer Energy Board. Mayor Joiner stated he had requested this item be on the agenda sO that City Council could relay their concerns to the City's representative on the Pioneer Board, Councilmember Gilbert, who he didn't realize was going to be absent this meeting. A brief City Council discussion ensued regarding: tethering the Pioneer rates to PG&E's rates, that the new rate be based on need not wants and possibly drafting a letter of concern. The planned Memorial and its location in McBean Park were approved by the Parks and Rec's Department in  January.  As of today, LVMC has received $63,382 in donations. Our major donor to date is the California Foundation for Stronger Communities with a donation of $15,000. Our goal is to raise $150,000 to $200,000. After construction, a Trust Fund will be established to provide perpetual maintenance of the Memorial construction will consist of two phases. Phase one will be installation of Gladding, McBean's replica of the LVMC Challenge Coin and dedication of the Veterans Memorial site. A ceremony is being planned for The Memorial will provide the citizens of Lincoln and Placer County a place to honor all who have served and especially those who paid the ultimate  Monument.
