Adopt PROCLAMATION 2019-08 designating September 17-23, 2019 as "Constitution Week". Councimember Gilbert motioned approval of the proclamation and Councimember Andreatta seconded the motion = unanimously approved. Mayor Joiner presented the proclamation to Peg Winney, Gold Trail  Chapter of Daughters of American Revolution.  7. PUBLIC COMMENT ON NON-AGENDAITEMS = none.  8. CONSENT  Mayor Joiner stated he had received a request from Councimember Karleskint to pull Item 8F and Councimember Andreatta to pull Item 8K for discussion. Kristine Mollenkopf, City Attorney, stated Staff was Councimember Karleskint motioned approval of the balance of the consent agenda and the motion was seconded by Councimember Gilbert. Waive second reading and adopt, by title only, ORDINANCE 997B, repealing and re-enacting Chapter 5.24 of the Lincoln Municipal Code regarding the regulation of street vendors; repealing and re-enacting section 10.40.110 of the Lincoln Municipal Code regarding the regulation of street vendors; and finding the 8.E. Waive second reading and adopt, by title only, ORDINANCE 998B, repealing Chapters 2.42 - Municipal Solar and Conservation Utility Department and 2.44 - Industrial Development Authority, and finding the 8.G. Adopt RESOLUTION 2019-201 authorizing the City Manager to execute a Task Order with Bennett Engineering Services, Inc. in the amount of $157,516 for Preliminary Engineering, Utility Coordination and 8.H. Adopt RESOLUTION 2019-202 creating CIP 459: WWTRF Oxidation Ditch Aerator Conversions and Pond Liner Project and allocating $380,000 from unencumbered balance of Fund 721 Wastewater Capital Replacement Fund and authorizing the City Manager to execute a Task Order with Stantec Consulting Services Inc. in the amount of $380,000 for professional engineering services for the design of CIP 459. 8.1. ITEM PULLED FOR FUTURE CITY COUNCIL MEETING - NO ACTION ON RESOLUTION 2019-203 8.J. Adopt RESOLUTION 2019-204 authorizing the City Manager to execute the Maintenance Agreement with the Lincoln Gateway Owners Association for the maintenance oft trees within the City owned parcel 8.L. Adopt RESOLUTION 2019-205 accepting the donation of a 2019 Continental cargo trailer, donated by 8.M. Adopt RESOLUTION 2019-206 authorizing the City Manager to execute an Agreement with the Western Placer Unified School District for a School Resource Officer Program for FY 19/20. During the fiscal year, Western Placer School District agrees to pay the City of Lincoln $123,623 to maintain one officer in the 8.N. Adopt RESOLUTION 2019-207 authorizing the City Manager to execute Amendment No.1 with Stephanie N. Beauchaine CFO, Consulting and Municipal Finance in the amount of $160,000 to provide fiscal year-end close, audit and CAFR preparation oversight, financial management assistance, and staff training for  ordinance is exempt from environmental review under CEQA.  ordinance is exempt from environmental review under CEQA.  design documents for the East Avenue Waterline Replacement Project.  immediately adjacent to the Lincoln Gateway Parcel 3 neighborhood. the Valley View Church of Lincoln Hills, for Police Department use.  program.  the 2019-2020 year. Councimember Karleskint questioned the budget allocation and Jennifer Hanson, City Manager, stated Staff would do a better job of explaining allocation to the capital improvement project rather than the unencumbered fund balance. Mayor Joiner stated he was recusing himself from the next item due to proximity of this property to his family's 8.K. Successor Agency Vacant Property Sale at southeast Corner of 1st Street and Fuller Court Vice Mayor Karleskint took the gavel and asked for a staff report. Shawn Tillman, Economic Development Manager, gave a brief staff report and stated the property would be developed as a single family home and Councimember. GENERAL BUSINESS  10.A.Adopt RESOLUTION 2019-208 (1) augment the 2019/2020 Police and Fire salary and benefit budgets in the amount of $111,770 from the unencumbered fund balance of the General Fund - Fund 100; and (2) approve the Memorandum of Understanding (MOU) between the City of Lincoln and the Lincoln Police and Jennifer Hanson, City Manager, gave a brief staff report and responded to Councimember Andreatta's question regarding callbacks. Mayor Joiner opened and closed the public discussion at 6:29PM with no Councimember Karleskint motioned approval of the resolution associated with this item and the motion was seconded by Councimember Andreatta. INFORMATIONI ITEMS  Councimember Andreatta stated she had presented to Lincoln High School students regarding elections earlier that day and Councimember Karleskint would be presenting the next day and questioned whether the City had an intern program. A brief discussion ensued regarding interns and other opportunities to interact Councilmember Gilbert stated Pioneer Energy Staff and Consultants would be giving a presentation at the next regular City Council meeting and requested the presentation be held as early as possible to keep consultant costs down.
