Adopt PROCLAMATION 2019-08 designating September 17-23, 2019 as "Constitution Week". Councimember Gilbert motioned approval of the proclamation and Councimember Andreatta seconded the motion = unanimously approved. Mayor Joiner presented the proclamation to Peg Winney, Gold Trail Chapter of Daughters of American Revolution. 7. PUBLIC COMMENT ON NON-AGENDAITEMS = none. 8. CONSENT Mayor Joiner stated he had received a request from Councimember Karleskint to pull Item 8F and Councimember Andreatta to pull Item 8K for discussion. INFORMATIONI ITEMS Councimember Andreatta stated she had presented to Lincoln High School students regarding elections earlier that day and Councimember Karleskint would be presenting the next day and questioned whether the City had an intern program. A brief discussion ensued regarding interns and other opportunities to interact Councilmember Gilbert stated Pioneer Energy Staff and Consultants would be giving a presentation at the next regular City Council meeting and requested the presentation be held as early as possible to keep consultant costs down.
