Mayor Joiner stated Staff had pulled Item 8C, Treasurer's Report, to continue it to the next meeting as the staff Jenine Windeshausen, Chief Executive Officer of Pioneer Energy, and her Pacific Energy Advisors consultant team: John Dalessi, Kirby Dusel, Sam Kang and Alden Walden, gave a lengthy powerpoint presentation, made a part of these minutes by mention thereof. A City Council discussion ensued regarding risk associated with credit rating; long term contracts; new Pioneer policies adopted at the September 23, 2019 Board meeting and how they will affect the postponed rate increase; risk associated with customers opting out; change of September 23, 2019 Board meeting location; why only two Community Choice Aggregates (CCA's) have a credit rating and how CCA's obtain credit rating; and advantages to CCA's banding together and increasing purchasing power and lowering costs. Mayor Joiner opened and closed the discussion toi the public at 7:13PM with no comments. Councimember Gilbert, City of Lincoln's representative on Pioneer Board, gave a brief report on the September 23, 2019 Pioneer Board meeting. 7. Ms. Russell also stated her concern with the 1st Street project c) Stan Nader, a Lincoln resident, stated his concern with Item 8C, City Treasurer's Report, not being being scaled back and not being continued through to J Street where she lives. signed off by the City Treasurer. Adopt RESOLUTION 2019-210 authorizing the City Engineer to install yield signs in the north/south direction on Herold Avenue at the intersection of East 11th Street and Herold Avenue. (Leftwich) The fiscal 8.F. Adopt RESOLUTION 2019-211 authorizing the City Engineer to install all way stop sign control at the intersection of 3rd Street and E Street. Adopt RESOLUTION 2019-212 authorizing the City Manager to execute Contract Amendment No. 5to the Professional Services Agreement with Quincy Engineering, Inc. to revise a portion oft thet funding source from Fund 298: Federal Grant Fund to Fund 223: Streets Fund, in the amount of $214,242 for McBean Park 8.H. Adopt RESOLUTION 2019-213 authorizing the City Manager to approve a change order to the Power Purchase Agreement (PPA) with Lincoln Solar Star, LLC dba SunPower (SunPower) to provide solar powered energy for the City of Lincoln Wastewater Treatment and Reclamation Facility (WWTRF) to increase the purchase rate of energy from $0.0649/KW-hr to $0.0703/KW-hr. (Leftwich) A budget augmenation is not required due to the fact that the cost associated with the proposed changes willl be included int the energy 8.1.
