Albert Scheiber, al Placer County resident, requested clarification on the Village 5 tax sharing agreement based on Mayor Joiner's remarks at a recent Building Industry Association meeting. Jennifer Hanson, City Manager, gave a brief update on tax sharing negotiations. 8. Adopt RESOLUTION 2019-230 forming a community facilities district and levy special taxes therein; (3) Adopt RESOLUTION 2019-231 deeming it necessary to incur bonded indebtedness in and for the Community Facilities District; (4) Adopt RESOLUTION 2019-232 calling special mailed-ballot election in the Community Facilities District; (5) Adopt RESOLUTION 2019-233 declaring election results in the Community Facilities District; and (6) Waive first reading and introduce by title only ORDINANCE 999B levying special taxes for the fiscal year 2019-20 and following fiscal years solely within and relating to the City of Lincoln Community Facilities District No. 2019-1, to finalize proceedings for the formation of a community facilities district under the Mello-Roos Community Facilities District Act of 1982 to be designated "City of Lincoln Community Facilities District Ray Leftwich, Public Works Director, gave a brief staff report and stated Trish Eichar, Orrick Bond Counsel, Kevin Dong, Bond Financial Consultant and Phil Rodriguez, Lewis Communities and project proponent, were all in attendance. By the following Vote (Approved): Gilbert- Aye, Karleskint -Aye, Andreatta- Aye, Joiner - Aye and Silhi- - Absent RESOLUTION 2019-232 Mayor Joiner stated pursuant to Resolution No. 2019-232, the election for the incurring of the bonded indebtedness, the levy of the special tax, and the establishment of the appropriations limit for the District is now open and the Clerk may conduct the election and asked the Clerk if she had received the ballot from the landowner in the District. Gwen Scanlon, City Clerk, stated she had received the ballot, and finding that all ballots in the election have been submitted do declare the election closed. Ms. Scanlon proceeded to canvass the ballot and reported the canvass was as follows: 188 votes were cast in support of the measure and 0 votes were cast in opposition to the measure, therefore, the measure was approved with a 100% vote in favor; and signed the Certificate of Election Results. Councimember Gilbert motioned approval of the fourth resolution associated with this item and the motion was seconded by Councimember Karleskint. GENERAL BUSINESS 10.A. Master Fee Schedule for User and Regulatory Fee Update Allow for a brief presentation on proposed amendments to the Master Fee Schedule and to direct staff to schedule a Public Hearing to Ray Leftwich, Public Works Director, introduced Terry Madsen of Clear Source who is the City's consultant working on the Master Fee Schedule. Mr. Madsen gave a brief staff report and powerpoint presentation. Abrief City Council discussion ensued regarding: a proposed fee to recover costs associated with the assistance that City Fire Department Staff provides tot the ambulance service during medical calls and whether that fee included services the ambulance employees aren't providing such as lifting residents who have fallen; whether the Seasonal recreation fees proposed to be removed from the fee schedule is the correct action since most youth programs are sO expensive and ins such high demand; cost recovery of sports field maintenance to alleviate impact on Lighting & Landscaping districts; the source of City subsidy data shown on slide 12, Improve Cost Recovery; whether the proposed fees were in line with the surrounding, jurisdictions; and how overhead is allocated. Mayor Joiner opened the discussion to the public at 7:27PM with the following comments: a) Jeff Short, North State Building Industry Association (BIA) Legislative Advocate, pointed out the conflict with fiscal sustainability and the BIA's goal of housing affordability. Mr. Short stated the BIA's concern with the 40% administrative rate the City charges for outside consultants.
