Doug Lee, Public Safety Chief, stated the current system allows the City to track public safety vehicles. Adopt RESOLUTION 2019-265: (1) expressing the City Council's intention to initiate procedures for establishing and implementing by-district elections for City Councilmembers pursuant to Elections Kristine Mollenkopf, City Attorney, gave a brief staff report and powerpoint presentation. A City Council discussion ensued regarding: the $30,000 reimbursement for legal fees would come from the General Fund; settlement amounts do not include the costs of legal fees for the cities involved in these cases; if a' 'Citywide' mayor option was chosen it would not be a 'strong mayor'; the Resolution of Intent doesn't obligate the City to go to districts; no extension has been granted to allow cities to wait for the 2020 census data; the number of voters in each district will not be balanced because the districts arel based on population; total cost of moving to districts; and possible costs if City chose to stay with 'at large' elections. Mayor Joiner opened the discussion to the public at 7:17PM with the following comments: a) Albert Scheiber, a Placer County resident, asked why the City waiting to receive a demand letter b) Byron Chapman, a Lincoln resident, asked why the push for district elections didn't happen back Another City Council discussion ensued regarding: the City had planned to discuss district elections at their November 5, 2019 Strategic Retreat prior to receiving the demand letter; State passing the California Voter Rights Act (CVRA) to prevent gerrymandering; political climate in 2003 when the CVRA was passed; the CVRA was passed to encourage the move to district elections but iti is the cost associated with the court cases that is essentially making it a mandate; and how size ofj jurisdiction initially determined who received the demand letter but now all sizes are receiving demand letters. COUNCIL INITIATED BUSINESS Councilmember Andreatta raised concerns with the notice of termination the City issued to Lincoln Theatre Company which has not resolved issues and asked for Council consensus to add this item to an upcoming agenda. A City Council discussion ensued regarding time period given in the notice of termination and not bringing this issue back to City Council until time has expired with consensus that Staff would monitor and if situation warranted bringing the issue to City Council prior to expiration of time period they would do sO. 12. INFORMATION ITEMS Councilmember Karleskint reported on sessions he attended at the League of California Cities (LOCC) Annual Conference and requested and received Council consensus to direct City Clerk to join the LOCC listserv for rural cities. Councilmember Karleskint also updated Council on tax sharing meetings with Placer County to renegotiate four unfavorable tax areas in the City. Councimember Silhi also reported on networking opportunities she had at the League of California Cities (LOCC) Annual Conference on a number of key issues the City is currently facing. Councimember Andreatta stated that Kristine Mollenkopf and Staff were already doing a number of things that were listed in a homeless presentation where an award was given at the League of California Cities (LOCC) Annual Conference and suggested Staff try to get the award next year. Councilmember Gilbert stated he was meeting with a large bank to request funding for the City's proposed Homeless Resource Center. He also stated a group of City and County Executives had formed to protect their interests in relation to PG&E bankruptcy and he would report out on their Mayor Joiner stated the State Auditor had an online tool ranking cities in regards to fiscal health with most at risk at #1 and least at #482 with Lincoln ranked at #432. Councilmember Silhi stated the only area ofi fiscal concern the City faces is Other Post Employment Benefits (OPEB) which is an area efforts. almost all cities are concerned about. 13.
