ROLL CALL Councilmembers present: Holly Andreatta Peter Gilbert Paul Joiner Dan Karleskint Alyssa Silhi (delayed - arrived 4:27PM) Jennifer Hanson, City Manager Kristine Mollenkopf, City Attorney, Doug Lee, Public Safety Chief Gwen Scanlon, City Clerk Mayor: Roll Call: 5 members present, 0 members absent. Staff members present: Ray Leftwich, Public' Works Directorl City Engineer Steve Prosser, Community Development Director Various members of the public were also present. 2. FLAG SALUTE led by Jerry Harner, City Treasurer. 3. PUBLIC COMMENT ON NON-AGENDAI ITEMS - none. 4. STAFF REPORT 4.A. Allow for a discussion regarding the Regional Surface Transportation Program (RSTP) Ray Leftwich, Public' Works Director/City Engineer, gave a brief staff report and powerpoint presentation. A brief City Council discussion ensued regarding: status of pavement projects and pavement index int the Downtown area; whether a portion of the three project alternatives could be done; which alternative has the greatest return on investment; Joiner Parkway alternative was included because it is a major arterial; and utilizing Sacramento Area Council of Governments (SACOG) 'Green Means Go' funding to supplement the City's funds. City Council consensus was to focus on the First Street project and if any funds left to use those on East Avenue. Mayor Karleskint opened the discussion to the public with the following comment: a) Mike Garabedian, a Lincoln resident, asked if these projects would utilize SB1 funding. Mr. Leftwich explained the shortfall ini funding that jurisdictions face for these types of projects. Alternatives for Fiscal Years 2023-2025 Apportionment. 4.B. Public Safety Quarterly Report. Chief Lee gave al brief staff report and powerpoint presentation. A brief City Council discussion ensued regarding: crime categories and what they include; staffing in police and fire Departments and funding needing to fully staff both departments; and difficulty in recruiting because the City lacks funding to offer specialized programs such as K-9. Agency Work Session Meeting Minutes January7,2020 a) Lena Labosky, a Lincoln resident, requested a comparison of crime by year as a percentage of population and asked how much it would cost per year to fully fund one position in the Police and Fire Departments. Ab brief discussion ensued about census population and annual population figures from the State Department of Finance and approximate cost for either a firefighter or officer is $140,000 b) Mike Garabedian, a Lincoln resident, asked how many employees are on a fire engine; the breakdown of total cost of $5.4 million by Fire and Police Departments; and whether the statistics included in the presentation could be compared to other jurisdictions. Chief Lee stated the City had three fire stations with 2 firefighters staffing the fire engines (one captain and one engineer). Jennifer Hanson, City Manager stated the $5.4million is approximately 55% police and 45% fire, with dispatch included in police department. Chief Lee said it is difficult to compare with other jurisdictions because it c) Joann Hilton, al Lincoln resident, asked if drug related arrests were increasing. Chief Lee d) Wayne Sisneroz, a Lincoln resident, asked howi the City ranked compared to other California cities and if the City could enforce homeless trespassing on private property. Al brief discussion ensued e) Mike Garabedian, a Lincoln resident, commented again on low staffing in Fire Department and asked if search and rescue could be used to supplement. A brief discussion ensued regarding mutual 4.C. Allow for a discussion regarding Landscape Lighting Assessment District No. 1 and polling results for a potential increase of assessments and incorporation of inflationary factors.(Leftwich) Ray Leftwich, Public Works Director/City Engineer, stated Lighting & Landscaping District Engineering support is provided by Francisco & Associates. Through this contract, staff engaged the services of Strategy Research Institute (SRI) to perform polling to analyze the potential that a mailed ballot to include properties not already within the District; add an inflationary index to those properties with the District that were a part of the Original Zone; and to adjust assessment rates as necessary to reduce the amount of General Fund contribution necessary to support the District to only that amount that is necessary to provide benefit to those users of District services that are from outside the City of Lincoln. Mr. Leftwich introduced Gary Manross, PhD from Strategic Research Institute, who gave a brief staff report and powerpoint presentation detailing the polling results and their recommendation not to move forward with an increased assessment but rather to educate the public on the need and proceed at a later date. A City Council ensued about calculations included in the powerpoint and how the proposed increase would be applied. Councimember Silhi stated she had requested this item be on the agenda as she has difficulty getting to the work session meeting at 4:00PM and requested a later start time. A City Council discussion ensued regarding: origin, intent and structure of work session meetings; staff overtime; whether a later start time would result in greater resident involvement; and engaging citizen involvement by holding Coffee meetings with individual Councilmembers.
