Receive presentation from Affordable Housing Task Force. Bob Loew, Affordable Housing Task Force Member, gave a powerpoint presentation to City Council. A lengthy City Council discussion ensued regarding: Regional Housing Needs Allocation (RHNA) numbers as developed by Sacramento Area Council of Government (SACOG) and impact of new legislation on these numbers; Inclusionary ordinances; decreasing the City's 40% Open Space requirement in order to incentivize affordable housing projects; types and what qualifies as Open Space; zoning densities; City of Lincoln development fees and legal challenges to arbitrarily reducing to incentivize affordable housing projects; inability to hire additional staff such as Housing Manager due to Development Fund 248 running at a deficit in recent years; Staff working with SACOG and State of Californian Housing and Community Development Department (HCD) on grant opportunities; recent State legislation expanding ability for homeowners to build Accessory Dwelling Units reducing local jurisdictions' land use authority; and Staff researching opportunities to partner with Placer County's Housing Trust Fund (HTF). Page2of3 City Council, Public Finance Authority and Redevelopment Successor Agency Work Session Meeting Minutes February 4, 2020 Kristine Mollenkopf, City Attorney, gave a brief staff report and powerpoint presentation recapping four prior public hearings and City Council's selection of Map 114 as the final map. Mayor Karleskint opened the public hearing at 5:47PM with the following comments: a) Mike Garabedian, a Lincoln resident, stated his opposition to Map 114 and his concern that 'Old Lincoln' was divided into two districts and lack of representation to lower income in this area. Mr. Garabedian stated he spoke to Mr. Shenkman, the Attorney who issued a demand letter to the City of Lincoln, about extending the deadline. Mr. Garabedian stated if City Council adopted the ordinance tonight then he would seek a legal opinion from Mr. Shenkman and asked if anyone Mayor Karleskint explained the public hearing process and closed the public hearing at 5:48PM Ms. Mollenkopf stated Mr. Shenkman has been reluctant to extend a statutory deadline in the past and even if he did grant a 30-day extension to the February 11, 2020 AB 350 safe harbor deadline itwould be hard for City Council to hold all of the required public hearings in that time. Abrief City Council discussion ensued regarding 'Old Lincoln' area (Downtown Lincoln) representation by a Councimember up until the most recent election and the emphasis on Downtown during the entire process and support for Map 114. Councimember Silhi stated she understood Mr. Garabedian's concern and that she was able to vote for Map 114 because districts 1 and 2 would most likely be re-districted before their next election in 2022 and encouraged a citizen committee be used for next districting process. Another brief City Council discussion ensued regarding the emphasis on Downtown Lincoln during the district election process and that the City would be going through the process all over again after the 2020 Census was completed. Councilmember Gilbert motioned waiver of second reading and adoption, by title only, of the ordinance associated with this item and the motion was seconded by Councimember Silhi. By the following Vote (Approved): Gilbert - Aye, Silhi- Aye, Andreatta Aye, Joiner Aye and Karleskint - Aye. - ORDINANCE 1004B amending the City of Lincoln Municipal Code Title 2, Section 2 related to district elections. had any questions. with no further comments. 6. STAFF REPORT 6.A. General Plan and Zoning Code Updates. Steve Prosser, Community Development Director, gave a staff report and powerpoint presentation. A lengthy City Council discussion ensued regarding: changing the zoning code from general to specific using tables and diagrams and defining by activity; how often the zoning code needs to be updated; addressing specific land uses and clean-up to codes to increase transparency to developers and residents; Councilmembers' concerns with thrift stores and head shops (vaping/smoking) in certain locations; getting grant funding to assist in zoning code update and general plan (would only need to be brought up to date to be consistent with the zoning code); and how the City would meet their Regional Housing Needs Allocation (RHNA) numbers as developed by Sacramento Area Council of Government (SACOG) in the upcoming Housing Element. A brief discussion ensued regarding: re-imagining the workshop meetings; keeping the end time at 6:00PM; staff scaling back the format of reports; and using time limits on each agenda Mike Garabedian, a Lincoln resident, requested to speak on this item. After a brief discussion regarding whether the agenda item is reserved solely for City Council, Mr. Garabedian expressed his concern that the meetings be limited to two hours and requested a legal opinion on time of item. meetings and whether the public be allowed to speak on anything. 8.
