Mayor Karleskint presented the proclamation to Chief Richard Moore, Park & Recreation Committee member, who thanked Council. 7. PUBLIC COMMENT ON NON-AGENDAITEMS a). Albert Scheiber, a Placer County resident, stated he had attended the Planning Commission meeting on February 19, 2020 where the Village 5/Village 7 item was pulled and continued to the next Planning Commission meeting. Ms. Stark also submitted an invoice, made a part of these minutes by mention thereof, for a portable wheelchair lift LTC purchased f) Byron Chapman, a Lincoln resident, stated his concern with the Village 5/illage 7 item being pulled from Planning Commission meeting as mentioned earlier by Mr. Scheiber. Mr. Chapman also cited Brown Act violations and suggested City Staff and City Council contribute to aj jar every time they make an error and distributed documents, made a part oft these minutes by mention thereof. possibly cause sediment and flooding downstream. and requested the City pay the invoice by March 6, 2020. AL brief City Council discussion ensued regarding the number of members and voting requirements. Mayor Karleskint opened the discussion to the public at 6:40PM with the following necessary to carry out the purpose of RESOLUTION 2020-36. comments: a) George Kammerer, Attorney representing the Village 3 Landowners' Association, spoke in favor of the JPA and distributed correspondence to the City Council, made a part of these minutes by mention thereof. b) Steve Hubbard, spoke in favor of the JPA and Placer County Conservation Plan (PCCP). c) Jim Haufler, a Lincoln resident, also spoke ini favor of the JPA and PCCP. d) Albert Scheiber, a Placer County resident, spoke in opposition of the JPA and questioned how' Village 5 could use the Placer County Conservation Plan (PCCP) in their environmental analysis Mayor Karleskint closed the public discussion 6:46PM.
