Canlget the link sol I can attend this meeting virtually? And although the Village 5 or7annexation isn'to on the agenda, Iwas hoping you might submit or read my comments during the meeting so I may go on record expressing my opposition to the proposed Village 5 and' Village 7annexation? Thanks Gwen!! Dear Lincoln City Council, Iwish each of you continued health and safety during the Corona Virus Scare we currently find ourselves in. Thank you fory your selfless service and for keeping the wheels turning despite all the turmoil around us. Although the Village 5and Village 7 annexation is not on the agenda tonight, Ijust wanted to go on the official record that lam once again expressing my opposition regarding the proposed annexation that may be coming before you for consideration in the foreseeable future. Many of us have expressed our concerns repeatedly as the wheels of time have ground on at their deliberate pace. I will do sO again tonight. 2 The vast majority of the residents int the affected areas stand with us in opposition for many' valid reasons. 1. We don'tw want our private property rights restricted by having portions of our properties designated as open space sO Richland can satisfy their open space % requirements by using our properties without compensation. Ifthis goes through as proposed, Iwill be prohibited from using my personal property as Isee fiti int the future. Noi improvements, cultivation, etc. In my opinion, this is legalized thievery and no person of character would stand idly by while the rights of sO many are eviscerated: sO at few large corporations with legal representation can profit. This is not what the city of Lincoln is about, and Idon't expect any ofy you would want what you've personally worked hard for to be taken away by others fort their profit. Please put yourselves in our shoes and act accordingly. Iwish Richland well and hope they continue to be profitable with theiri future developments, but not at my expense. Let them use set aside THEIR 2. Ag Overlay: While the Ag overlay supposedly maintains our current rights as rural land owners, the question is for how long? It seems that this ag overlay can be renounced or taken away by future city councils. This is unacceptable to 3. Current rural privileges in question: Even though we've been told that the ag overlay guarantees us certain privileges moving forward, not ALL of them we currently enjoy will be allowed. Two big ones are burn piles and shooting firearms will be prohibited (or sO severely restricted they are prohibited for alli intents and purposes). Also if our septic systems fail, lam concerned the city may deny permits fora a new septic system and force me to hook up to 4. No tangible benefit through annexation: Ijust can't see any real tangible benefits that we will receive in exchange for higher city taxation andi increased restrictions. We have heard repeatedly that we will have access to city fire and police services, when in reality, we already do! In the event of ai true emergency" where the county sheriff or cal fire can't get to us fast enough, Placer County has agreements with the City of Lincoln to have City Police and Fire respond. And frankly, Icantremember the last time Icalled seeking assistance from emergency services.... we are pretty quiet and boring out here and that's the way we like it;). The only real change I see ifv we are annexed into the property to meet the open space requirements and keep their hands off of my property. us. city utilities at great expense to me. These are also deal breakers. city is higher taxes and more restrictions. No thank) you. Icould go on, but time doesn't permit it. And l'am not alone in my sentiments... the vast majority of the residents in the affected area share the same sentiments. We have banded together, are organized, and are ready to fight this annexation as iti is currently proposed. Ihave as strong feeling this proposed annexation is stillborn already. Why waste time and taxpayers money beatinga dead horse? When, /ift this goes to LAFCO, it will go to a vote, and we will vote it down. Please consider redrawing the boundaries sO as to annex Richland's property and leaving the rest of us placer county. A group of researchers from MIT, Harvard and hospitals in the Boston area are working on a way oftracking SARS-CoV-2 (the COVID-19 virus) thru fecal matter. They want to send test graduates. 1 kits to areas that have certain types of sewage systems. They have small sampling results (from patients) and want toi increase their studies to help communities cope with the current situation. Thet testing hopes to provide 51 benefits: 1. Thank you, Trudi Nielson 1 March 24, 2020 Hello, My name is Trudi Nielson from. Nicolaus Rd. Iwish to voice my opposition to the annexation ofr my property for the sole purpose of building out' Village 5. Asl Ihave spoken in front ofy youl before I do not believe the City ofl Lincoln can provide the Public Safety services needed to take over the area in Village 5. Your city is ranked 2nd tot the last ofA ALL cities in California for thet fewest officers to citizen ratio. The only city below Lincoln is the city of Calipatria, and ify you are not aware, they are a prison town sO all of the inmates are listed as residents. But of course they have California Department of Corrections taking care of the inmates, so if you remove that number out of the population Calipatria soars higher than Lincoln. These are statistics straight from the FBI's own website. ttps//ucr.fbl.goV/crime-in-the-us201/Crime-in-the-us-201/tables/table-78- Please look for yourself and believe the FACTS. Ikeep hearing people say that these are only opinions ont the problems with the public safety issues but they are NOT. These are stats provided by a federal agency. There should be no way that any ofy you seated on that council should believe that 2 patrol units You want to bring all of the business and activities to Lincoln buty you cannot protect it. By no means am Ifaulting your Police Department, they work hard everyday with thei few resources they have, but when something big happens in the city, propane tank fire, murder, large fight or residential house fire, there are not enough resources in this town to handle it. You are only capable of dealing with it because of the surrounding agencies assistance. What happens when they too are having al large scale incident? Well the citizens of your city better be able to protect themselves, because they are not enough officers tate-uts-2011/Table 78-California.xls and a Sergeant are enough for a city of 48,000 people. ori firefighters in this town to do it. If there is a reason whyt the amounts were not listed, an explanation would be appreciated. Item #8N Itisr recognized that the Cityi is attempting to comply with the State requirement to file this Report by the deadline of April 1st. Ibelieve it would be appropriate that the Report be accurate and meaningful. lam fully aware that the Community Development staffi is limited in their numbers of staffa and have al burdensome workload, but that should not be a cause for producing a Report that does not accurately reflect where the Cityi is ini it's Housing Element. When the staff report states that notable progress has been made in 2019lam not sure how that statement is accurate when in the body of the Implementation of the General Plan section it is repeatedly stated things that were accomplished in 2018. Only the date at the bottom ofe each page appears to be changed to read. Jan 2019-Dec. 2019. As an example under the Economic Development section when listing the Economic Development Strategic Action Plani it states the item is Completed and Action listed is the adoption oft the plan as 2016. We all know there is more to al Plant than its adoption, there is the implementation oft that Plan. Iwould havei to say that the Plan has found its place on the City's shelf of goodi ideas with little efforti toward implementation. The work of the Plan begani in 2012 and took four years to even reach the adoption stage. There was no mention int the staff report of the work of the Affordable Housing Task Force. The collaboration between City staff and the Task Force was laudable and when the Task Force gave their Report in February of their completed worki it was well received by City management and the City Council. Thet failure to report the work oft the Task Force in the Annual Housing Element Report demonstrates there would appear to be al lack of commitment to this very important issue for our City. Those Task Orders not showing a amount are listed below: Task Order # 20200019 Intech 20200047 PCWA (Cumulative' Total $6.790.158 20200550 Sierra Pacific Turf 20200551 Lamon Construction 20200552 Unico No# 30200031 Mark Thomas 20200542 Teichert 20200543 Unico 20200547 Sun Ridge Systems 30190073 Coastland 30190001 West Yost 30190135 Blackburn Coastand/Developer Funded In the spirit oftransparency, Ibelieve it would be appropriate that the amounts ofthose expenditures be listed. Ifthere is ai reason why the amounts were not listed, an explanation would be appreciated. Item #8N Itis recognized that the City is attempting to comply with the State requirement to file this Report by the deadline of April 1st. Ibelieve it would be appropriate that the Report be accurate and meaningful. Iam fully aware that the Community Development staffis limited in their numbers of staff and have al burdensome workload, but that should not be a cause for producing a Report that does not accurately reflect where the City isi ini it's Housing Element. When the staff report states that notable progress has been made in 2019Ia am not sure how that statement is accurate when int thel body oft the Implementation oft the General Plan section itis repeatedly stated things that were accomplished in 2018. Only the date at the bottom ofe each page appears tol be changed to read Jan 2019-Dec. 2019. As an example under the Economic Development section when listing the Economic Development Strategic Action Plan it states the item is Completed and Action listed is the adoption of the plan as 2016. We all know therei is more to a Plan than its adoption, there is the implementation oft that Plan. I would have to say that the Plan has found its place on the City's shelf of good ideas with little effort toward implementation. The work ofthe Plan began in 2012 and took four years to even: reach the There was no mention ini the staffi report oft the work oft the. Affordable Housing' Task Force. The collaboration between City staffa and the Task Force was laudable and when the Task Force gave their Report in February oft their completed work it was well received by City management and the City Council. The failure to report the work oft the' Task Force in the Annual Housing Element Report demonstrates there would appear to be a lack of commitment to this very adoption stage. important issue for our City.
