INFORMATION ITEMS 12.A Temporary Tax Sharing Agreement with Placer County Mayor Karleskint presented background information on the recent negotiations with Placer County regarding the Tax Sharing agreements. He stated that the base share rates for the main revenue generating areas would remain unchanged at 36% to COL and 64% to Placer County. However, In an effort to assist COL to reach more adequate public safety staffing levels, beginning in 2020, all incremental taxi revenue will be 100% to COL. This will continue through the 2028/2029 tax year unless certain criteria are met at which time Mayor Karleskint expressed thanks to those on the negotiating teams and stated that the agreement would be going before the Placer County Board of Supervisors for final approval on July7, 2020. He encouraged everyone to express support oft the agreement to their County Representatives. The LLAD was first established in 1982 and appears as a special assessment on the property tax rolls ofapproximately two-thirds ofthe properties within the City ofl Lincoln. By) law, special assessments can only be applied towards the special benefit attributed to each particular property and cannot be used to cover thej proportional share ofthosé general benefits for properties and users not within the LLAD. Those general benefit costs therefore become an obligation oft the General Fund, which comes substantially from sales tax and property tax, and isalso the primary revenue source by which the City pays fori its mosti important services of Public Safety. Every dollar of General Fundi revenue that gets diverted towards maintaining parks, landscaping and open space, is one less dollar available to fund thel Police and Fire Departments. The Original Zone oft the LLAD comprises approximately one-third oft the approximately 13,000 properties in Lincoln within the LLAD.The annual assessment fori the Original Zone does not have an inflationary factor, and as such the amount paid by each property this yeari is the same as the amount paid when the LLAD was formed. As a result ofnormal inflation, the Original Zone has a projected deficit for the upcoming fiscal year of $568,080, in additional to contributions from the General Fund to fund the general benefit within the Original Zone of an additional $138,486. In addition to the Original Zone, the LLAD is made up ofan additional 32 Zones that have been annexed to the LLAD between 2004 and 2016. These 32 Zones were formed with an annual inflationary factor of the Consumer Price Index (CPI). However, the actual costs to provide service. have been found to be approximately 3% higher than the CPLAsar result, four oft the 32 Zones are already running annual deficits totaling $38,641 for the upcoming fiscal year, with more expected to occur within thei next several years. In addition, these 32 2 Zones must also rely on contributions from the General Fund to pay for the general benefit component of services thati is estimated tol be $245,153 for the upcoming fiscal year. Because of reduced sales taxi revenues and additional General Fund expenses caused by the COVID-19 pandemic, General Fund revenues for the upcoming fiscal year are anticipated to be atl least 7.5% less than the prior year. In orderi to reduce the impact on Public Safety Services to thei maximum extent practical, City staffl have taken measures to reduce service levels in the parks, open spaces and landscaping to minimize the impact oft those services on the General Fund. The amount ofirrigation is being reduced tol lessen the total utility bills for parks and landscaping, and the services for parks and landscape services are being reduced across the board by 30%. The City will also be using reserve funds totaling $606,601, and supplementing with other appropriate revenue sources in the amount of $140,824. Even with this reduction in expenses, and use of reserve and alternate funds, thet total impact tot the General Fund for maintaining parks, landscaping and open spaces in the City ofI Lincoln is estimated to be $242,935 for thei upcoming fiscal year. The: reserve balance within the Original Zone ofthe LLAD is expected to be completely depleted in approximately 18 months, at which time the Original Zone deficit becomes an obligation ofthe GF. Several ofthe 32 annexed zones are also anticipated to run annual deficits and) have depleted their respective reserve funds within the next five to ten years. Without additional sources ofr revenue or further reductions to: maintenance expenses, the total impact to the General Fund by parks, landscaping and open space maintenance activities is anticipated to exceed $1 million annually within two years. Itis also important toi note that total reserve balance of the LLAD must be no less than 50% ofannual expenses in order to be able to maintain cash flow and toj pay its obligations that are anticipated to be reached within the next two years. When the reserve balance reaches this threshold, the City will be unable to perform any replacement projects, such as replacing worn out) playground equipment, skate park apparatus and otheramenities, withoutir incurring further obligations on the General Fund and furtherreducing the City's ability to fund Public: Safety services. We have al lot of family and friends that live in Lincoln, SO lam there multiple times each week. I frequently take my daughter to the skate park and while we're ini town almost always go to lunch in Lincoln, get fro yo, do grocery trips to walmart or safeway, fill up my gas tank at the safeway gas station, etc. It would be unfortunate to know that the Rocklin skate park is the only other close option for us, as we prefer not to go there due to the crowd that congregates there. of course we have the Loomis skate park, which we definitely use more, but my daughter and heri friends like the set up of Lincoln's better. Good Evening Mr. Mayor, Council members and Staff. lam writing to get on record my concern for the closure of the Skate park. lunderstand there are safety concerns that have forced the park to remain closed and that bids are being obtained for repairs. However, it sounds like there isn't proper funds for the repairs to occur. lam concerned that this project will not get priority over other already budgeted park maintenance and unlike a plays structure, there isn'tanother: skate park int towni to use. Unfortunately, there are too many locations that require repair that can result ini injury. Iwas hoping to be able to open a portion of it, or remove the more damaged pieces but every piece has some type of damage. It is has also been determined that this is not an appropriate project for volunteers to work on. Staff will obtain additional quotes to fixi it and then we willl bring an item forward to council for discussion. This will allow for this project to be talked about in the context ofa all of the other projects that are also on the list. We will not be readyt to bring this forward until. July.
