General Plan Housing Element and Safety Element Update = Allow for aj joint discussion with the City Council and Planning Commission regarding the City's progress updating Jim Bermudez, Planning Manager, introduced Jennifer Gastelum, Cynthia Walsh and Eli Krispi of PlaceWorks, the consultants working on updating the City's Housing and Safety Elements. The PlaceWorks consultants gave a brief staff report and powerpoint presentation and responded to questions. A brief discussion ensued regarding: whether projects not yet annexed into the City could be used in the update; point-in-time count of the homeless population and difficulty in getting at true number of homeless in the City; including Public Safety Power Shut-offs (PSPS) and where itwould be located in the update; changing City design standards to 30 units per acre in order to get approval from the State Department of Housing and Community Development (HCD); current absorption rate of new residential units; Regional Housing Needs Assessment (RHNA) requirements driving development; if RHNA numbers aren't met then projects could be permitted byr right (essentially a ministerial action) and consequences to the City; effect ofi increasing densities on already low public safety staffing and new development required to annex into the General Plan Housing Element and Safety Element. 600 Sixth Street Lincoln, CA 95648 wwn.di.lincoln.ca.uw 916-434-2400 Live.
