Dawn Maurer, Lincoln Theatre Company Treasurer, provided written public comment via email inquiring when a program for use of the Civic Auditorium by non-profits will be available. The email was distributed to Council prior to the meeting and made a part of these minutes by mention thereof. 4. 4.A. STAFF REPORTS Allow for a discussion regarding current activities required to be completed to obtain input from City Council on prioritization. Jennifer Hanson, City Manager, gave a brief staff report and made notes on her shared screen of the priorities excel spreadsheet, made a part of these minutes by mention thereof. AI lengthy City Council discussion ensued regarding: land swap of affordable housing property on 1st Street/Joiner and another property on Lincoln Boulevard/Gateway Drive; possibility ofi increasing density in Housing Element; utilizing consultants rather than hiring new staff; shortage of engineering staff and consultants; whether to focus on development projects that have already been annexed into the city; South Placer Regional Transportation Authority (SPRTA) traffic model and Lincoln's share of Placer Parkway; and Bond Opportunities for Land Development (BOLD) and Statewide Community Infrastructure Program (SCIP) funding opportunities for new development requiring significant staff time. Ms. Hanson highlighted a number of one-time items in blue and then highlighted the critical items in orange that would have a significant impact on creating revenue for the City and also added a couple ofi items that weren't included int the original list of priorities. Mayor Karleskint opened the discussion to the public at 6:00PM with the following comment: a) Randy Carver, a Lincoln resident, stated his concern that engineering consultants cost more than hiring staff and the City is not taking care ofi its current community by not maintaining its Ms. Hanson explained there is an ebb and flow to work and int the long run it is usually cheaper to utilize consultants but there is a shortage of engineers in the marketplace. She also stated the funding is not available to maintain the infrastructure which is related to priority 26. current infrastructure. 4.B. Joint Legislative Audit Committee (JLAC) Audit Update. Jennifer Hanson, City Manager, gave a brief staff report and powerpoint presentation. Councimember Andreatta asked how long the City is required to provide annual updates and Ms. Hanson responded five years. Ia am the treasurer of the Board of Directors for the Lincoln Theatre Company. lam a resident of Citrus Heights, CA. This is a comment to be read related to Item 4A on the September 1, 2020 Agenda. Iti is within Since October, 2019 the Lincoln Theatre Company Board has, on many occasions, requested meeting with the Cityt to resolve issues related to our contract, our patrons' investment in the Civic Auditorium, and our continued use oft the Civic Auditorium. LTCI has made several detailed proposals that would clearly meet the City's needs. Despite those efforts, and despite several promises that meetings would occur, the City has never followed through or responded to comment time limits. proposals. On. July 17, 2020, in response to yet another meeting request from LTC, City Manager Hanson wrote: "Staffi is currently working on a program to allow use oft the Civic Center by non-profits that will allowi for a reduced fee or an opportunity to have the fee waived based on improvements made or contributions to the facility." While she addedi that the "current crisis" impacts the immediate use of the building, this is no different from other items on the list that are affected by Covid limitations. Although Covid-19 conditions prevent full reopening oft the Civic Auditorium, we have repeatedly pointed to the current need to negotiate an agreement. Ifs successful, this would allow planning for resumption of activity in the Civic Auditorium, reinstallation ofe equipment and current use of the building The charti in this staff report makes no reference to any such program. Inasmuch as the issues and needs have been previously identified, this is not a difficult or a time consuming project, but iti is of significant economic and cultural benefit.
