FLAG SALUTE- Councilmember Joiner led the Pledge of Allegiance PUBLIC COMMENT ON NON-AGENDA ITEMS - none.  4. STAFF REPORTS 4.A. Housing Element Update.  Jim Bermudez, Planning Manager, introduced Cynthia Walsh and Jennifer Gastelum from PlaceWorks who gave a brief staff report and powerpoint presentation.
