PUBLIC COMMENT ON NON-AGENDAI ITEMS a) Randy Carver, a Lincoln resident, stated his concern with removal of McBean Park Skatepark without b) Melissa Waggoner, a Lincoln resident, reiterated previous speaker's comments and added her concern that the Special Park & Recreation Committee meeting scheduled on October 18, 2020 to discuss c) Byron Chapman, a Lincoln resident, reiterated previous speakers' comments and added his concern d) Cameron, did not state his last name or place of residence, reiterated previous speakers' comments. any notice to the public. the skatepark was cancelled. with this meeting being held on election night. Mayor Karleskint closed public comment at 4:45PM with no further comments. 4. STAFF REPORTS 4.A. League of California Cities Annual Conference. Councimember Silhi gave a brief report about the League of California Cities (LOCC) Annual Conference sessions and requested the following items be added toi future work session meeting(s): hazard mitigation plans for wildfires, etc. and Other Post Employment Benefit (OPEB) costs. Discussion of Municipal Code Chapter 2.52 related to the Airport Committee Jennifer Hanson, City Manager, gave a brief staff report and stated Staff was recommending the committee only have two City Councilmembers rather than current make-up of five public members and two Councimembers. Al brief City Council discussion ensued regarding: history of the Airport Committee and why Committee members with some expertise in Airport related matters were recruited; potential conflict ofi interest of the seated Airport Committee members in areas such as lease rates and reversions; possibly reconfiguring the Committee to include members from different disciplines and interests; having a City Councilmember as Chair toi focus committee efforts; and possibility of only focusing on operational issues not financial issues. Jennifer Hanson, City Manager, gave a brief staff report and stated holiday events such as the Christmas Parade had been cancelled due to COVID-19. A lengthy City Council discussion ensued regarding: the Special Event permit process; the Lincoln Area Chamber of Commerce and Downtown Lincoln Association weren't planning any events this year; creating a policy that the City taking a lead role in planning traditional events such as the Christmas Parade and 4th of July events; budget for City efforts related to traditional events and need for a Community Council similar to Rancho Cordova's; possibility of having a reverse, drive-thru parade; reasons why the ordinance shouldn't be changed for a one-off year because oft the COVID-19; and possibility of all homeowner associations in the City of Lincoln create a citywide event.
